Summary

Leads the National Intelligence College, setting strategic vision and overseeing academic programs, partnerships, and operations to educate senior national security leaders.

National Defense University (NDU) supports the joint warfighter by providing rigorous Joint Professional Military Education to members of the U.S. Armed Forces and select others in order to develop leaders who have the ability to operate and creatively think in an unpredictable and complex world. This is a Title 10 Excepted Service Appointment. Appointment is not to exceed 2 years with the possibility for extension.

Provides senior executive leadership and strategic direction for all aspects of the National Intelligence College (NIC), the Department of War's premier senior national security educational institution focused on the intelligence domain to educate the leaders from the U.S. military, USG interagency, and international partner. Directs organizational performance, institutional effectiveness and the Colleges long term development to ensure continued academic excellence and mission success. Develops and leads the implementation of the NIC strategic plan and continuous improvement initiatives. Establish and executes a long-term strategic vision that positions the College to anticipate emerging national security challenges, evolving workforce requirements, and future intelligence missions. Oversees and advances NIC's graduate and certificate programs, including responsibility for academic operations, classroom and office facilities, and collaboration with NDU components and colleges. Builds and sustains strategic partnerships with U.S. Government agencies, the private sector, international partners and allies, and other DoW educational institutions and universities. Prepares IC strategic leaders to achieve the institutional learning outcomes in communication, critical thinking, ethical reasoning, engagement, expertise, and research. Exercises overall direction and management of all civilian and military positions assigned to the College. Establishes processes to ensure effective coordination with the NDU staff and academic components. Plans, programs and oversees the College's education and training activities; establishing short/long-range goals, policies and procedures; assigning responsibilities; monitors organizational performance; and resolves complex issues affecting mission execution. Serves as principal representative of the NIC and engages regularly with the NDU President, Provost, counterpart Chancellors, Commandants, and other experts, leaders and stakeholders across NDU, Joint Staff, Intelligence Community, and senior Department of War officials on educational strategy, workforce development, and emerging intelligence requirements. Maintains strategic relationships with high-ranking visitors, foreign dignitaries, and senior government officials, as well as industry leaders, civilian academic institutions, and professional associations
