Chief Financial Officer - Internal Posting
Position Summary
The Chief Financial Officer is responsible for providing comprehensive financial leadership, oversight, analysis, and stewardship for the College. Particular emphasis shall be placed on the appropriate and conservative stewardship of public funds, the maintenance of effective internal controls, the accuracy and integrity of financial reporting, the long-term financial sustainability of the institution and the daily supervision and administration of the Business Office including all fiscal affairs of the college.
The Chief Financial Officer (CFO) reports to the Vice President for Finance and Administration and serves as the key financial leadership partner in the planning, management, oversight, and stewardship of the College’s financial resources.

- Supervise accounting and finance departments, and provide proper Leadership and Management to employees to meet departmental and college goals.
- Establish departmental goals and performance expectations.
- Develop, monitor, and report for financial services of the college, including establishing proper procedures, internal controls, reports, and reconciliations.
- Develop budgets, forecasts, and long-term financial strategies; analyze financial data to guide decision-making. Ensure accurate preparation of income statements, balance sheets, and regulatory reports.
- Monitor cash flow, manage assets, and optimize capital structure to support operational and strategic goals.
- Monitor and advise on college investment portfolio for appropriate college funds. Seek inventment opportinities from various banks and/or financial institutions and make recommendations for maximum returns adhering to all SAFE restrictions and regulations.
- Organize and direct execution of tasks performed by employees in accounting, budgeting, accounts payable, receivables, collections, and inventory control. Required to perform duties in areas of responsibility in employees’ absences and during peak activity periods.
- Responsible for preparation of annual financial statement, annual expense report, annual budget and required budget amendments.
- Responsible for the integrity of the financial records and reports, including: Analyzing financial data, preparing and keying journal vouchers, monitoring and keying budget revisions, maintaining charts of accounts, maintaining accounts receivable transaction file, reconciling bank accounts and reconciling control and subsidiary accounts.
- Reports include but are not limited to monthly, quarterly, and annual federal reports; applications for federal, state, and private grants and contracts; and manual and electronic requests for funds.
- Responsible for SACSCOC compliance and specialty accreditation compliance of all programs / services in assigned division / department.
- Serve as the college Chief Financial Officer, coordinating audits by State Examiners of Public Accounts and federal and state granting and contracting agencies.
- Maintain knowledge of and implement accounting and internal control practices applicable to higher education with an emphasis on Generally Accepted Accounting Principles, Governmental Accounting Standards Board pronouncements, NACUBO requirements and state and federal regulations.
- Identify financial risks, emerging issues, and opportunities and communicate them appropriately to executive leadership.
- Maintain awareness of changes in laws, regulations, accounting standards, and reporting requirements affecting the College.
- Serve as the primary financial liaison for external auditors.
- Foster a customer service environment for fellow employees, students, and visitors. Be an Ambassador for the College. Support the college’s initiative to maximize retention of current students and enable students to finish their collegiate goals.
- Provide financial leadership and advice to the President, Vice President for Finance and Administration, Cabinet, executive leadership, and other administrators as appropriate.
- Comply with all policies of the Alabama Community College System Board of Trustees, the ACCS Chancellor’s Office, and the College.
- Participate in College functions (Award and Honor events, Alumni Homecoming, Commencement, etc.).
- Assume other work related responsibilities as assigned by the appropriately assigned College administrator.

Qualifications
The Chief Financial Officer must have a minimum of a bachelor’s degree in business administration or a related field. A minimum of three years of experience in higher education accounting and reporting preferred.
