Chief Financial Officer, Office of Memorial Affairs

The Office of Memorial Affairs/CFO provides leadership and management for the National Cemetery Administration in the areas of Budget and Finance. In addition, the incumbent is responsible for directing and providing leadership for a broad range of management activities. All of these functions are nationwide programs and are, therefore highly visible, innovative and subject to rapid change. All of the assigned program areas impact NCA wide line/mission oriented programs.

The CFO of Office of Memorial Affairs is responsible for resourcing the National Cemetery Administration's operations, including formulating and executing NCA budget accounts. These accounts include the NCA annual operating budget, the Headstone and Marker and the Grave liner accounts included in VA's Compensation and Pension appropriation, the Veterans Cemetery Grants Program and a trust fund established for national cemeteries. Works with top level officials within NCA, the Department, OMB, and other Federal organizations. Interfaces routinely with Congressional staff members and with members of subcommittees to provide information as well as clarify issues and gaining the acceptance of Department direction. Serves as the primary liaison with OMB and congressional staff on all budget matters. Serves as a personal advisor to the Under Secretary for Memorial Affairs on all budget and financial related testimony before Congress, its various subcommittees and the Office of Management and Budget, the outcome of which may affect the course of action taken by the Department and/or the Congress on proposed bills. Ensures compliance of financial policy and procedures to prevent anti-deficiency violations. Establishes short-term and long-term financial management goals for NCA, integrating national and departmental goals and objectives. Ensures that the acquisition and expenditure of budgetary resources support the accomplishment of the NCA mission and its strategic goals and objectives.
