Chief Financial Officer

The Financial Manager, Chief Financial Officer (CFO) position is located in the Chillicothe VA Medical Center. The CFO reports directly to the Associate Medical Center Director and is the financial expert responsible for establishing and maintaining a complex integrated system of financial staff services that contribute to effective management control over facilities budget for the implementation of clinical operations.

Duties of the position include but are not limited to: You will be responsible for a complete accounting program that includes planning, adapting, or revising local accounting systems, analyzing and evaluating current and past performance, interpreting the effects of transactions, and applying accounting concepts to meet local needs. You will develop and recommend a budget plan that takes into consideration workload, FTEE, salaries, non-payroll requirements, and space. You will distribute funds to program officials within the health care system, which reflect policy and budgetary intent, makes projections, and indicates what adjustments in plans are necessary to maintain equitable program balance. You will be responsible for the coordination and submission of a major cost accounting report that reflects the cost and workload of the various bed sections, outpatient areas, cost centers, and other non-VA activities. You will exercise supervisory authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management functions relative to the staff, which are clearly communicated through the formal employee performance management systems. You will develop work improvement plans, recommending personnel actions as necessary. You will provide leadership and direction to promote the development and productivity of all employees supervised. You will evaluate performance of employees under immediate supervision and initiates appropriate action to reward, guide, counsel, instruct, etc. Assures that accurate, complete, and timely information is submitted to program officials when requested. You will be responsible for the supervision and oversite of all administrative processes and programs for these analytics and financial programs, through appropriate utilization of approved FTEE and direct oversite. You will regularly participate in formal and informal management sessions and offers financial advice during all stages of planning, policy formulation, evaluation and decision making. Duty Locations of Chillicothe VAMC is preferred. Will consider qualified applicants for a virtual duty location. Work Schedule: Monday through Friday 7:30am to 4:00pm or Monday through Friday 8:00am to 4:30pm Compressed/Flexible: Not Authorized Telework: May be authorized in accordance with agency policy. Virtual Work eligibility is for current VA employees that are already subject to the return to in person work mandate in their current position. Definition of Virtual Work: Employee works outside of original hiring duty station at a VA owned or leased space. Return to Office (RTO): RTO mandates are in effect, and selectees will be required to report to in person work unless they have an approved exception or an exemption.
