Chief Operating Officer
The Chief Operating Officer (COO) position is located in the Department of Homeland Security (DHS), DHS Headquarters, Office of Intelligence and Analysis (I&A), Deputy Under Secretary of Intelligence and Analysis for Management (DUS-M). I&A is a unique member of the U.S. Intelligence Community (IC). I&A specializes in sharing unique intelligence and analysis with operators and decision-makers to identify and mitigate threats to the homeland.
The Chief Operating Officer (COO) leads and oversees key lines of business (LOBs), including human capital/workforce management, financial resource management (budget, acquisitions), program and performance evaluation, security and facilities and logistics for a nationwide workforce. Specific responsibilities include: Directs I&A's human capital programs, policies, and procedures; designs, develops and manages the delivery of human resources management strategies and operational efforts for the workforce. Guides I&A's human capital management strategies and operational measures to achieve organizational goals and make appropriate adjustments to such goals. Leads the operation and integration of the Intelligence Planning, Programming, Budgeting/Execution, and Evaluation (IPPBE) process to ensure resources are acquired and expended to meet agency strategic goals efficiently and effectively. Ensures all key budget artifacts are developed on time and with high quality. Develops and implements COO LOB policies, guidance documents, and supporting standard operating procedures. Operates a customer experience program spanning all LOBs to ensure delivery of courteous, accurate, and efficient service across each function and conducts continuous improvement to increase customer satisfaction and positive outcome delivery. Identifies and establishes related I&A program needs and priorities to provide the Deputy Under Secretary for Management developed strategies to achieve multiple short- and long-term goals for enhancing outcome. Develops and implements strategic direction for the COO Directorate. Monitors, evaluates and measures the impact of overall LOB activities, programs, and policies, including in response to legislative changes or statutory reporting requirements. Drafts and implements regulation, guidance, policy, training, and communications materials. Identifies priorities and requirements to drive organizational efficiency, integration, and innovation to advance the mission. Focuses on automation to improve timeliness and internal controls of LOB processes. Integrates and synchronizes policy, plans, procedures, and cross-functional activities. Directs assigned resources in developing and executing agency objectives, policies, and procedures. Ensures work efforts are timely and compatible with the overall management vision, goals, objectives, and requirements. Liaison with members of the executive staff of the Secretary, Under Secretaries, and other executives of DHS and Congressional Committee staff; plan, develops and coordinates briefings, presentations and conferences.
