The Administration for Children and Families (ACF) seeks a senior executive to serve as Chief Operations Officer (COO) for the Office of Refugee Resettlement (ORR). This leader directs agency operations, including budget, human capital, procurement, information technology, and administration; advises senior leadership on operational strategy; oversees enterprise planning and resource management; and drives initiatives that strengthen organizational performance and mission delivery.
Serves as Chief Operations Officer for the Office of Refugee Resettlement (ORR), providing executive leadership and strategic direction for all operational, administrative, and budget functions supporting nationwide refugee resettlement programs. Advises the Assistant Secretary for Children and Families, the ORR Director, and senior leadership on operational policy, organizational strategy, and resource management; oversees budget execution, financial management, human resources, procurement, information technology, and administrative services; and ensures the effective integration of operations across ORR and the Administration for Children and Families (ACF). Leads long- and short-range strategic planning, organizational improvement, and business transformation initiatives to strengthen operational effectiveness, improve service delivery, and maximize program performance. Directs a multidisciplinary workforce, develops policies and management strategies, oversees resource allocation and organizational performance, and provides authoritative recommendations on complex, high-impact operational issues. Represents ORR in high-level engagements with HHS leadership, federal agencies, and external stakeholders, ensuring effective coordination of cross-cutting initiatives and alignment with Department-wide priorities.
