Summary

Leads a digital factory to deliver user-centered IT products and services for the U.S. Department of Transportation using agile methods, modern tech, and accessibility-first design.

The Chief Information Officer (CIO) leads the Office of the Chief Information Officer (OCIO) organization and serves as the principal advisor to the Secretary of Transportation and DOT Operating Administrations on matters involving information technology (IT), information assurance - cybersecurity, privacy, and records management; portfolio management; IT infrastructure and operations; IT innovation and emerging technologies; enterprise date management; applications and digital solutions.

The Chief Product and Technology Officer (CPTO) serves as the Digital Factory lead, a key leader reporting to the Deputy Chief Information Officer and acting under the direction of the Department Chief Information Officer, drives the agency's adoption of agile digital practices. This organization works to quickly deliver high-quality digital products and services that not only help the agency achieve its mission but also provide a positive and effective experience for all users, whether internal or external to the agency. In addition, the CPTO: Creates and champions a product vision and roadmap for the digital factory that prioritizes the agency's mission needs and satisfaction of the agency's users, with a clear focus on delivering effective and delightful digital products. Identifies, assesses, and promotes the adoption of new technologies and trends that enable the creation of user-friendly and engaging digital products, providing clear roadmaps to deliver solutions that improve agency operations, the user experience and user satisfaction. Provides strong leadership and oversight for all stages of digital product development and delivery within the digital factory, embedding user-centered design principles and iterative feedback loops into the factory's ways of working. This includes the active implementation and refinement of frameworks like "Design for Delight" or similar methodologies. Promotes modern technologies, encourages teamwork and new ideas, and uses agile methods, alongside user-centered design frameworks, to make deliver digital products and services faster, more efficiently, and ultimately, satisfying customers. Serves as a technology expert, providing clear guidance on choosing technologies, solution architecture, system design, and implementation for digital products and services that inherently prioritize usability, accessibility for users of all abilities, and a positive user experience. Builds and maintains strong working relationships with program offices, mission and business stakeholders, building deep customer empathy and conducting rapid experiments with customers to show them how technology can make their work more effective and efficient.
