Job Summary
Lead and manage civil and structural engineering projects, ensuring delivery of major construction works with high technical, safety, and professional standards. Oversee team direction, manpower deployment, and compliance with contract and airport operational requirements.
Responsibilities
- Lead and direct the engineering team to achieve project objectives aligned with Client and consultant requirements, ensuring adherence to professional, technical, and safety standards
- Manage manpower deployment for QSS according to main contractors’ work schedules, maintaining personnel welfare and site adequacy
- Administer contract requirements under Public Service Sector Conditions of Contract (PSSCOC) to ensure compliance and effective project delivery
- Apply current procedures from the Changi Aerodrome Manual, Airside Works Procedures Manual, Airport Operational and Safety (AOS) requirements, and Workplace Safety & Health Manual in project execution
- Monitor and propose manpower deployment adjustments based on inspection trends and contractors’ rolling programmes to maintain contract requirements
- Manage interface points between work packages and coordinate scope with other parties on site to ensure seamless project integration
- Identify potential construction problems early and implement mitigation strategies to minimize impact on project progress
- Monitor project progress regularly to ensure timely completion and report status updates to stakeholders
- Attend site, progress, variation, and coordination meetings with Client and contractors to facilitate communication and resolve issues
- Prepare and submit site progress and status reports to Client for project tracking
- Ensure contractors adhere to Client emergency preparedness protocols during trial runs and actual emergencies
- Monitor and report on quality, workmanship, Workplace Safety and Health (WSH) safety, security, housekeeping, and public relations issues involving main contractors, subcontractors, and suppliers on site
- Direct contractors and suppliers on site to maintain compliance with project standards and requirements
- Perform contract administrative tasks and other project-related duties as assigned by Client
Required competencies and certifications
- Minimum 20 years of relevant experience as a civil and structural engineer, including at least 15 years on projects of similar size and complexity involving major construction works in buildings, structural steel works, and drainage
- Possess a civil and structural engineering degree recognized by the Professional Engineers Board of Singapore
- Accreditation with the Joint Accreditation Committee of the Institution of Engineers Singapore and the Association of Consulting Engineers Singapore
