The Children and Family Services Manager provides operational management and supervision for assigned Children and Family Services programs, including Family Relief Nursery, Court Care, drop-in childcare, and other assigned services. The Manager is responsible for translating program goals, organizational expectations, regulatory requirements, and Director-level priorities into effective day-to-day operations across program locations.

This position provides direct management and accountability for assigned supervisors, leads, and program employees; supports staffing and scheduling; oversees administrative and service-delivery processes; monitors program data and documentation; and ensures consistent implementation of policies, procedures, and program standards. The Manager works closely with the Director of Children and Family Services to identify operational needs, implement program improvements, support change initiatives, and maintain high-quality, trauma-informed, and family-centered services.

The Manager is expected to maintain a regular presence within assigned programs and to remain closely connected to daily operations. Depending on program structure and operational needs, this position may directly supervise site-based employees, coordinate program intakes and administrative functions, provide program coverage, facilitate groups or services within the scope of the employee’s credentials and training, and support the continued development and integration of behavioral health and substance use disorder services.

Education & Experience

  • Bachelor’s degree in early childhood education, social work, psychology, human services, behavioral health, or a related field preferred; equivalent combination of education and relevant experience may be considered.
  • Minimum of three (3) years of progressively responsible supervisory or management experience in human services, early childhood services, behavioral health, childcare, family services, or a related setting.
  • Minimum of two (2) years of direct supervisory experience, including responsibility for employee performance, coaching, development, and day-to-day management.
  • Qualified Mental Health Associate (QMHA) credential or eligibility preferred.
  • Experience managing operations across multiple programs, teams, service locations, or functional areas preferred.
  • Experience implementing organizational or programmatic change, including communicating changes, developing implementation plans, and supporting employees through transitions.
  • Experience working with children and families experiencing trauma, behavioral health needs, substance use disorder, child welfare involvement, or other complex service needs preferred.
  • Experience with program intake, eligibility, enrollment, documentation, data entry, and administrative processes.
  • Experience using an electronic health record, client database, case management system, or similar electronic documentation system preferred.
  • Experience facilitating educational, support, therapeutic, parenting, or other structured groups preferred.
  • Experience supporting compliance with licensing, contractual, regulatory, or funding requirements preferred.
  • Must maintain current enrollment in, or obtain and maintain eligibility for, the Oregon Department of Early Learning and Care Central Background Registry as required for assigned programs.
  • Current First Aid/CPR certification or ability to obtain within ninety (90) days of hire.
  • Current Food Handler certification or ability to obtain within sixty (60) days of hire when required for assigned programs.

Essential Functions and Responsibilities

  • Manages the day-to-day operations of assigned Children and Family Services programs and locations, ensuring services are appropriately staffed, coordinated, and responsive to program and family needs.
  • Supervises, coaches, develops, and evaluates assigned employees; provides consistent, goal-oriented and strengths-based supervision and supports effective communication, accountability, and employee development.
  • Ensures program operations comply with organizational policies, contractual requirements, licensing standards, funding requirements, and applicable laws and regulations.
  • Coordinates staffing, scheduling, coverage, and other operational resources to maintain continuity of services; provides direct operational or program support when needed.
  • Supports implementation and ongoing improvement of program policies, procedures, workflows, service models, and evidence-based, trauma-informed, and family-centered practices.
  • Monitors program performance, service quality, documentation, data collection, and reporting; identifies operational issues and works with the Director to implement improvements and corrective actions.
  • Oversees or participates in program administrative functions, including intake and enrollment processes, client records, electronic data entry, EHR or database use, reporting, and other documentation requirements.
  • Supports the Director with program planning, budget monitoring, contract and grant requirements, performance goals, and implementation of organizational or programmatic changes.
  • Develops and maintains effective working relationships with families, community partners, referral sources, funders, volunteers, courthouse or government partners, and other stakeholders associated with assigned programs.
  • Supports the delivery and development of early childhood, family support, behavioral health, substance use disorder, and related services within the scope of the employee’s education, training, and credentials; may facilitate groups or provide other direct services as qualified and needed.
  • Responds to operational, staffing, client, and safety situations requiring management intervention and ensures appropriate follow-up, communication, and documentation.
  • Maintains a regular presence across assigned program locations and travels between sites as necessary; may transport clients, supplies, or program participants and may operate program vehicles, including larger passenger vehicles, when qualified and needed.
  • Collaborates with the Director of Children and Family Services and other organizational leaders to coordinate services, address program needs, and support division and agency initiatives.
  • Performs other duties as assigned.

  • Knowledge of early childhood education, child development, family strengthening, and family support practices.
  • Knowledge of trauma-informed care, child abuse prevention, domestic violence, family systems, and child welfare practices.
  • Knowledge of behavioral health and substance use disorder services and their integration with family-serving programs.
  • Knowledge of program operations, quality improvement, documentation, data collection, and performance measurement.
  • Knowledge of employee supervision, performance management, staff development, and effective team management.
  • Knowledge of applicable licensing, regulatory, contractual, and organizational requirements affecting assigned programs.
  • Skilled in supervising, coaching, developing, and holding employees accountable for performance and program expectations.
  • Skilled in organizing work, setting priorities, coordinating staffing and resources, and managing multiple operational needs.
  • Skilled in problem solving, conflict resolution, and exercising sound judgment in day-to-day program operations.
  • Skilled in verbal and written communication with employees, families, community partners, and other stakeholders.
  • Skilled in using technology, including Microsoft Office, databases, electronic health records, and other program systems.
  • Skilled in facilitating meetings, groups, training, and collaborative problem-solving.
  • Ability to implement new processes, workflows, and program changes while supporting employees through change.
  • Ability to work effectively with clients, families, employees, community partners, and other stakeholders with differing needs and circumstances.
  • Ability to adapt to changing program needs, make independent decisions within established authority, and maintain confidentiality.

Other Eligibility Requirements

  • Must successfully complete all required pre-employment screenings, including a criminal history background check.
  • Current enrollment in, or ability to obtain and maintain, the Oregon Department of Early Learning and Care Central Background Registry, if required for assigned programs.
  • Must not be excluded from participation in federal healthcare programs, including but not limited to listings on the Office of Inspector General (OIG) List of Excluded Individuals/Entities and the System for Award Management (SAM) exclusion list.
  • Must be legally authorized to work in the United States without sponsorship.
  • Must be able to travel throughout the Portland metropolitan area to perform essential job duties. When operating a vehicle for VOA Oregon business, the employee must possess a valid driver's license and meet VOA Oregon's and its insurer's driver eligibility requirements.

Travel Requirement

Up to 20% of work time requires local travel within the Portland metro area. Occasional overnight travel may be necessary for training, meetings, or other business needs.

Supervisory Responsibilities

Supervises assigned supervisors, leads, direct-service employees, relief employees, and other program staff. The specific reporting structure may change based on program needs and organizational structure.

Physical Demands & Work Environment

The physical demands described here must be met by an employee while performing the essential duties of this job. The employee is regularly required to sit for extended periods, use hands and fingers to operate a computer and other office equipment, and communicate effectively in person and by phone. The employee may occasionally be required to stand, walk, bend, and lift up to 25 pounds.

The work is primarily performed in a professional office setting with frequent use of standard office equipment such as computers, phones, and printers.
