Civil Engineer (Quality Assurance Chief)

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as the responsible professional for all work done in the Quality Assurance Office for the Rio Puerto Nuevo Area Office. Establishes Latin America & Caribbean District policies applicable to quality assurance and scheduling to assure uniformity in office procedures.

Direct and oversee the Quality Assurance Office for the RPN Area Office, leading, mentoring, and evaluating a diverse workforce of engineers and technicians to achieve optimum mission effectiveness.

Utilize advanced software (e.g., Primavera) to conduct schedule analyses, delay analyses, and "what-if" scenarios, and lead negotiations for complex contract modifications and claims.

Establish, implement, and monitor district-wide policies governing quality assurance, field inspections, and construction scheduling.

Advise and coordinate with field office personnel, federal agencies, contractors, and local government officials to resolve critical engineering and scheduling issues.
