Pride One Construction is currently searching for a full-time Civil Preconstruction Manager to prepare accurate, competitive sitework cost estimates and provide civil preconstruction oversight for multi-family development projects. This role bridges early site due diligence, engineering design optimization, subcontractor bidding, and civil construction oversight through the initial sitework phase until vertical hand-off.

Qualifications:

  • 3 to 5 years of direct experience in civil construction and sitework estimating/preconstruction
  • Bachelor’s degree in construction management, Civil Engineering, Construction Technology, or a related field preferred.
  • Valid driver’s license and insurable at standard rates on company vehicle policy.
  • In-depth knowledge of civil sitework, including mass excavation, soils, erosion control, storm detention/hydraulics, sanitary sewer, water mains, paving, and franchise utility processes
  • Understanding of zoning, impact fees, land development milestones, and civil due diligence procedures
  • Strong problem-solving ability, self-motivated, with a sense of urgency and strong communication/negotiation skills
  • Proficient in PDF markup and takeoff tools (e.g., Bluebeam)
  • Familiarity with 3D earthwork takeoff software (e.g., AGTEK, InSite, EarthWorks) or AutoCAD is a plus.
  • Proficient in Microsoft Office Suite (Word, Excel, Outlook, Project).
  • Ability to learn and utilize company project management and estimating software.

Responsibilities

Site Investigation & Due Diligence:

  • Work closely with the acquisition and development teams during initial site investigations to identify site hazards (wetlands, environmental issues, complex grading, poor soils, traffic constraints, etc.).
  • Build and maintain strong relationships with local civil contractors and trade partners across target markets.

Design Coordination & Value Engineering:

  • Collaborate with the Project Lead and Civil Engineering team to optimize site design and layout.
  • Provide guidance on mass grading, utility layout, retaining wall conditions, and FHA/ADA site accessibility standards.
  • Review, comment on, and value-engineer civil design plans across all schematic and construction document stages.
  • Maintain thorough knowledge of local land development codes, municipal engineering requirements, and zoning restrictions.

Budgeting, Bidding & Contracting:

  • Develop initial sitework preliminary budgets from conceptual plans; iteratively update budgets as civil plans progress to final construction documents.
  • Independently manage the complete sitework bid package process, including mass grading, erosion control, paving, and public/private utility infrastructure.
  • Refine scope packages with bidding contractors, analyze/level bids, and negotiate final contract pricing and scope details.
  • Draft subcontractor agreements with specific performance scopes, schedules, and deliverables; award sitework contracts upon approval.

Franchise Utilities, Permitting & Surety:

  • Coordinate directly with utility providers for electric, gas, telecom, and municipal water/sewer connections.
  • Attend preconstruction meetings with local permitting and municipal agencies.
  • Coordinate required performance sureties (bonds/letters of credit) with clients, municipalities, and lenders at project setup, and oversee their release or conversion to maintenance sureties upon project closeout.

Site Construction Management & Closeout:

  • Create sitework schedules, manage project start-up, and oversee civil-related field operations during initial site development.
  • Review and approve monthly subcontractor billing and draw requests for managed sitework.
  • Track sitework budgets, review and negotiate civil change orders, and manage potential schedule impacts.
  • Lead a structured hand-off to the Project Manager and Site Superintendent as vertical construction commences.
  • Serve as an ongoing civil technical resource for the field team throughout the construction duration and assist with final civil closeouts.
