Civil Project Manager (Mid Level)

The Civil Project Manager will play a critical role in delivering site development and infrastructure projects across a diverse portfolio serving municipal, energy, institutional, commercial, and industrial clients leading projects that have a lasting impact on the communities we serve. Unlike many civil engineering project management roles, this position does not require recurring monthly evening public meetings, however, occasional attendance may be require to present plans and represent Entech before municipalities and other jurisdictions having authority as project needs dictate

Roles and Responsibilities

Project Management & Client Coordination

  • Take ownership of multiple civil/site development projects from concept through construction, including scope, schedule, budget, and quality

  • Serve as the primary point of contact for the project

  • Lead project planning, kickoff meetings, and ongoing client communications to ensure alignment and successful delivery

  • Manage project budgets, schedules, and resource allocation while ensuring timely and high-quality deliverables

  • Prepare proposals, scopes of work, and support fee development efforts

  • Proactively identify project risks, resolve issues, and adjust project approach as needed

  • Support the transition of existing client relationships and active projects from senior leadership to ensure continuity of service

  • Coordinate internal resources and delegate tasks effectively across multidisciplinary project teams

Technical Design & Oversight

  • Prepare, oversee, and review civil engineering designs using industry-leading tools, including AutoCAD Civil 3D, GIS platforms, and other modern engineering technologies, to deliver accurate, efficient, and high-quality project outcomes.
  • Develop and oversee:

o Site layout and grading plans

o Stormwater management systems

o Erosion and sediment control plans

o Utility design and coordination

  • Review engineering plans, calculations, specifications, and permitting documents to ensure quality, constructability, and regulatory compliance.
  • Provide quality assurance and quality control (QA/QC) oversight for project deliverables.
  • Leverage emerging technologies, including AI-assisted engineering workflows and digital design tools, where appropriate, to improve project efficiency, coordination, and decision-making.
  • Coordinate with multidisciplinary teams to integrate civil engineering designs with other engineering disciplines and project requirements.
  • Permitting & Regulatory Coordination o Coordinate permitting efforts with local, state, and federal agencie

o Prepare and review permit applications (e.g., land development, stormwater, utility crossings)

o Navigate municipal approval processes including zoning, SALDO, and PennDOT coordination

Team Collaboration & Leadership

  • Collaborate with multidisciplinary teams including survey, environmental, structural, MEP, and other engineering professionals to deliver integrated solutions.
  • Mentor junior engineers and technical staff by providing guidance, coaching, and professional development opportunities.
  • Support resource planning, project staffing, and knowledge sharing across the Civil Engineering team.
  • Contribute to Entech's collaborative culture by encouraging teamwork, innovation, and continuous improvement.

  • Land development (commercial, institutional, residential)
  • Municipal and public works projects
  • Stormwater and utility infrastructure improvements

Knowledge, Skills, and Abilities

  • Strong knowledge of civil/site design principles including grading, stormwater management, and utility coordination
  • Understanding of permitting processes and regulatory requirements at the municipal, state, and federal levels
  • Ability to lead projects independently with accountability for financial and client outcomes
  • Strong decision-making and problem-resolution skills in a project delivery environment
  • Ability to balance technical execution with client and business priorities
  • Ability to manage multiple projects simultaneously, including budgets, schedules, and deliverables
  • Effective client communication and relationship management skills
  • Ability to review engineering plans and calculations for accuracy and quality (QA/QC)
  • Proficiency in problem-solving and applying engineering judgment to real-world site constraints
  • Ability to collaborate across multidisciplinary teams and mentor junior staff
  • Strong organizational skills with attention to detail and follow-through

Qualifications and Education Requirements

  • Bachelor’s degree in Civil Engineering

  • 5–10 years of relevant civil/site engineering experience

  • 5-10 years of project management in engineering. Strong preference given to candidates with experience in consulting

  • Progressive experience with project coordination or project management responsibilities

  • Experience with site development design, including stormwater and erosion & sediment control

  • Familiarity with AutoCAD Civil 3D or similar design software

  • Valid driver’s license

  • Professional Engineer (PE) license in Pennsylvania, or ability to obtain within 6–12 months

Working Environment

  • Primarily office-based with occasional travel to project sites.
  • Occasional field visits to support project planning, coordination, and construction activities.
  • Flexible, collaborative work environment with direct access to senior leadership and opportunities for continued professional growth.
  • Occasional evening attendance may be required for municipal presentations or public meetings; however, recurring monthly evening meetings are not a typical expectation of this role.
