Civil Quantity Surveyor cum Drafter with local Singapore experience

Job Summary

NCE CORPORATION (S) PTE. LTD. is seeking an experienced Quantity Surveyor cum Drafter with strong

quantity surveying, tendering, cost management and technical drafting capabilities.

This is a combined commercial and technical position. The successful candidate must be capable of handling

quantity take-off, tender pricing, quotations, progress claims, Variation Orders, subcontractor procurement

and final accounts, while also possessing strong AutoCAD drafting and construction/shop drawing

preparation experience.

Roles & Responsibilities – Quantity Surveying

• Review tender documents, drawings, specifications, Bills of Quantities and contract requirements.

• Carry out detailed quantity take-offs and prepare cost estimates for tender submissions.

• Source quotations and liaise with subcontractors, suppliers and vendors.

• Prepare tender cost comparisons and evaluate subcontractor and supplier quotations.

• Prepare detailed tender pricing, quotations, cost breakdowns and commercial proposals.

• Assist management with tender evaluation and tender submission.

• Prepare and issue subcontractor and supplier enquiries.

• Carry out cost planning and project budget monitoring.

• Prepare monthly progress claims and supporting documents.

• Evaluate and certify subcontractor progress claims.

• Identify, measure, price and submit Variation Orders (VOs).

• Maintain proper VO registers and supporting records for additional works.

• Prepare quotations for additional and variation works.

• Monitor project costs against approved budgets.

• Prepare cost reports and highlight potential cost overruns.

• Carry out site measurements and verify actual quantities completed.

• Liaise with clients, consultants, Project Managers, subcontractors and suppliers on commercial matters.

• Prepare subcontract agreements, purchase-related commercial documentation and cost comparisons where

required.

• Assist with negotiation of quotations, variations, claims and final accounts.

• Prepare project final accounts and supporting documents.

• Maintain complete tender, contract and commercial records.

Roles & Responsibilities – Drafting

• Prepare and revise AutoCAD construction drawings, shop drawings, coordination drawings, layout

drawings and as-built drawings.

• Develop drawings based on consultant drawings, site measurements, sketches and instructions from the

Project Manager.

• Prepare detailed architectural and construction drawings for A&A, renovation, fit-out and reinstatement

works.

• Prepare floor plans, elevations, sections, details and construction/shop drawings.

• Prepare drawings for architectural finishes, partitions, ceilings, flooring, carpentry, waterproofing and other

building works where required.

• Assist with basic M&E coordination drawings where necessary.

• Carry out site measurements and translate actual site conditions into accurate drawings.

• Review tender drawings and identify discrepancies, missing information or potential coordination issues.

• Revise drawings based on client, consultant and site comments.

• Maintain proper drawing numbering, revision control and drawing registers.

• Prepare as-built drawings following completion of works.

• Coordinate with Project Managers, Project Coordinators, site teams and subcontractors to ensure drawings

reflect actual construction requirements.

• Ensure drawings are accurate, practical and suitable for site implementation.

Requirements

• Diploma or Degree in Quantity Surveying, Building, Civil Engineering, Architectural Technology,

Construction Management or related discipline.

• Minimum 7 years of relevant local construction experience in Singapore as a Quantity Surveyor, with

drafting responsibilities more advantage and experience. Strong experience in tender quantity take-off,

estimation and project costing.

• Strong knowledge of progress claims, Variation Orders, subcontractor claims and final accounts.

• Strong AutoCAD drafting capability is essential.

• Able to independently prepare construction/shop drawings, details and as-built drawings.

• Good ability to read and interpret architectural, structural and M&E drawings.

• Experience in A&A, renovation, interior fit-out, reinstatement and general building works will be highly

advantageous.

• Good knowledge of Microsoft Excel and Microsoft Office.

• Knowledge of Revit/BIM, SketchUp or other construction drafting software will be an advantage.

• Strong numerical, analytical and measurement skills.

• Good negotiation and communication abilities.

• Meticulous with strong attention to detail.

• Able to handle both tender and ongoing project responsibilities simultaneously. • Able to work independently and coordinate closely with project/site teams. • Singapore Citizens and Permanent Residents are encouraged to apply.

Preferred Candidate Profile

This is purely a Quantity Surveyor position including drafting advantage. The preferred candidate should be able to independently handle: Tender → Quantity Take-Off → Pricing → Procurement → Progress Claim → Variation Order → Cost Control → Final Account while also being capable of: Site Measurement → AutoCAD Drafting → Shop Drawings → Drawing Revisions → As-Built Drawings.
