Oversee daily operations and strategic leadership of two health clinics, ensuring compliance, staff management, and patient experience while collaborating with finance, HR, and IT teams.

POSITION SUMMARY:

Under the direction of the Chief Clinical Operations Officer, the Clinic Director II will provide mission-focused, strategic and process minded leadership and oversite of all non­clinical functions of the Gleicher/Chen Health Center and Gleicher/Chen Health Center Annex clinics and leadership of the clinical staff. As a member of the Senior Management team, the Clinic Director II will have direct involvement with organizational strategy development and implementation and be primarily responsible for providing administrative oversight of the day-to-day operations of the facilities.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Oversee the day-to-day operations of the Gleicher/Chen Health Center and Gleicher/Chen Health Center Annex clinics and assist in the planning of new programs and services that add services for patients, improve patient care, increase efficiencies, improve profitability, or generate new or additional sources of funding.
  • Ensure full compliance with all federal, state and local administrative and legal requirements including FQHC/HRSA, DHSP and HCLA and Regal Medical IPAs and collaborate with APLA Health Finance as requested on grant award budgets and renewals.
  • Ensure the Clinic facilities meet all state licensing, certification, regulatory, health plan and other compliance requirements.
  • Oversee day to day operations and assist in planning of new services that generate additional sources of funding.
  • Provide direct supervision to the Clinic Manager II, Referral Coordinator and other Front Office staff; collaborate with the Enrollment Manager to oversee the work of the Enrollment Specialists; collaborate with the Site Medical Director and Nursing Manager to provide guidance to Clinical staff. Serve as the primary Clinics interface with all health plans, insurance companies and other payers as necessary.
  • Serve as the primary contact with Finance to provide accurate data from the Clinics for patient billing, collection and data management purposes.
  • Integrate facilitation of administrative and clinical practices and effective and efficient work flows across APLA Health service areas including the interface with finance, human resources, facilities, quality and IT.
  • Monitor local, state and national issues and actions that affect patients, and advocate and integrate strategies and actions to sustain and expand services.
  • Understand local, state and national issues affecting the clients served and effectively advocate and integrate strategies and actions to sustain and expand needed services to the community.
  • Collaborate with the other Clinic Directors to develop and standardize certain administrative systems and practices across APLA Health and build cross-Clinic teams to determine and share best practices.
  • Responsible for the overall “patient experience”, including in-person, phone, internet and other interactions with patients.
  • Assist in managing costs and increasing productivity/profitability by continually looking at data. Identify opportunities and propose actions to improve quality, improve productivity, reduce costs, improve staff morale and improve the patient experience.
  • Develop and maintain administrative policy and procedures to ensure that the Clinics have proper operational controls and reporting systems to effectively evaluate and manage programs and contractual obligations.
  • In conjunction with the Site Medical Director, ensures all clinic service activities operate consistently and ethically and meet or exceed contractual requirements, state and federal regulations and APLA Health policies and procedures.
  • Serve as an active participant in APLA Health's Quality Compliance Risk Utilization Management Committee (QCRUM). Ensures that the facilities have proper operational controls and reporting systems to effectively evaluate and manage programs and contractual obligations.
  • Assist in the development and implementation of a risk management and disaster preparedness plan.
  • Maintains staff by recruiting, selecting, orienting and training employees.
  • Accomplishes staff results by communicating job expectations; planning, monitoring and appraising job results through the completion of staff goals, evaluations and disciplinary action.
  • Responsible for approving staff time cards and time off requests.
