Key Responsibilities\:
Cluster General Manager (Administrative Services)
Reporting directly to the Cluster Chief Executive [CCE], the Cluster General Manager (Administrative Services) supports the CCE on strategic decision on administrative and supporting service management. The key responsibilities include\:
- Direct and manage the cluster administration team to perform full ranges of administrative functions including procurement and materials management; facility management; contract and project management; health information and record service; patient and general support services; general administration; legal issues including compliance to relevant ordinances; media relation; public affairs and annual planning executive support.
- Collaborate with relevant functions of Head Office on policy liaison, implementation, development, and monitoring of quality performance.
- Provide executive and administrative support to CCE/HCEs in overseeing the major capital projects in cluster hospitals.
General Manager (Administrative Services)
Reporting to the Hospital Chief Executive and as a member of the executive management team, the General Manager (Administrative Services) is responsible for the development, provision and monitoring of the administrative and support services, as well as staff matters of the hospital. Main duties include\:
Participate in the development of strategy direction and business plan of the hospital.
Develop administrative/support services, related operational policies and staff matters practices, and to oversee their implementation in the hospital.
Provide executive support to Hospital Governing Committee of the hospital and follow up on the issues discussed.
Monitor the day-to-day operation of the administrative/support services, and staff matters practices in the hospital.
Co-ordinate with other managers of the hospital and provide support to them where appropriate.
Oversee environmental and energy conservation programme.
Ensure proper use, maintenance and disposition of hospital assets and materials.
Entry Requirements\:
Holder of a Bachelor degree in a relevant discipline or a fellowship of a relevant professional body.
Minimum of 10 years of relevant post-qualification experience in hospital administration of which at least 5 years at senior management level (i.e. Senior Executive Officer/ Senior Hospital Administrator or above).
Strong leadership qualities and able to lead by examples to generate trust and enthusiasm from staff.
Excellent interpersonal and communication skills with the ability to establish network and build trust with stakeholders from hospitals with different settings / culture.
Excellent management skills with strong commitment to drive and ensure achievement of cluster-based objectives across different hospitals in the cluster.
Strong analytical mind and organizing ability of collaborate effort of different parties and align interests of various functions.
Ability to assess implications and risks of possible decision made, and evaluates consequence of decisions.
Ability to break through tradition and target innovative strategies to continuously improve administrative services.
