Commercial Technical Program Manager

Discussion

Organization Overview

Oracle Cloud Infrastructure (OCI) is accelerating global growth through advanced AI infrastructure and strategic customer engagement. The Global AI Infrastructure & Strategic Pursuits organization owns all OCI sales globally and leads high-impact OCI initiatives across regions, partnering with executive leadership, engineering, and field teams to deliver complex, large-scale opportunities.

Role Overview

Oracle is seeking an experienced Commercial Technical Program Manager (IC5) to support one of our most strategic global customers.

This role sits at the intersection of technical program management, commercial execution, and strategic customer operations. The successful candidate will serve as a critical bridge between Oracle's engineering, infrastructure, product, finance, legal, and commercial organizations, translating complex customer requirements and contractual commitments into actionable execution plans.

Unlike a traditional technical program manager focused solely on engineering delivery, this role requires strong commercial acumen and an understanding of how infrastructure readiness, capacity availability, deployment timelines, and customer commitments directly influence revenue realization and long-term account growth.

The Commercial TPM will work alongside strategic account leadership to coordinate large-scale customer engagements, manage dependencies, anticipate risks, and drive accountability across multiple organizations. Success requires someone who can operate comfortably in highly ambiguous environments, navigate complex technical and commercial discussions, and independently drive high-priority initiatives from planning through execution.

This is a highly visible, customer-facing role requiring exceptional organizational discipline, technical curiosity, business judgment, and the ability to influence stakeholders at all levels.

Key Responsibilities

  • Strategic Customer Program Management

    • Serve as a primary program execution partner for an assigned strategic customer, supporting complex AI infrastructure and OCI engagements.

    • Own and drive cross-functional programs spanning commercial commitments, infrastructure readiness, customer onboarding, deployment, consumption, and expansion.

    • Translate customer requirements, contractual milestones, and leadership priorities into structured execution plans with clearly defined owners, timelines, dependencies, and success criteria.

    • Establish and maintain customer operating rhythms, including recurring stakeholder meetings, milestone reviews, executive readouts, and escalation management.

    • Proactively identify execution risks, resolve blockers, and ensure commitments remain on track across technical and commercial workstreams.

  • Infrastructure Readiness, Capacity & Demand Coordination

    • Partner with Engineering, Capacity Planning, Data Center Operations, Networking, and Product teams to align customer demand with infrastructure availability and deployment timelines.

    • Support planning and execution for large-scale GPU and OCI infrastructure deployments, including compute, networking, storage, and related dependencies.

    • Track customer demand signals, capacity requirements, delivery milestones, and infrastructure constraints to inform execution priorities.

    • Coordinate technical readiness assessments and ensure customer deployment plans align with infrastructure capabilities and commercial commitments.

    • Facilitate resolution of technical and operational dependencies that could affect customer timelines, consumption ramp, or expansion opportunities.

  • Cross-Functional Leadership & Stakeholder Management

    • Act as a central coordination point between customer stakeholders and Oracle's technical, commercial, and operational organizations.

    • Drive alignment across teams with competing priorities, ensuring accountability and timely execution without relying on direct reporting authority.

    • Build trusted relationships with customer program leaders, technical stakeholders, commercial teams, and Oracle executive leadership.

    • Lead complex escalation efforts by establishing clear ownership, identifying resolution paths, and maintaining transparent communication throughout execution.

    • Navigate sensitive customer situations with sound judgment, urgency, and a strong focus on long-term partnership success.

  • Commercial Execution & Deal Support

    • Partner with strategic account leadership to support complex commercial negotiations, contract execution, renewals, and expansion opportunities.

    • Translate commercial terms and customer commitments into operational requirements, ensuring alignment between contractual obligations and Oracle's delivery capabilities.

    • Coordinate across Sales, Finance, Legal, Deal Management, and Engineering to support deal structuring, pricing considerations, capacity commitments, and execution readiness.

    • Maintain visibility into key commercial milestones, contract dependencies, consumption expectations, and revenue realization timelines.

    • Identify potential gaps between customer expectations, commercial agreements, and operational readiness, escalating risks and driving resolution before they affect delivery.

Required Qualifications

  • 8+ years of experience in technical program management, commercial operations, cloud infrastructure, enterprise technology, strategic customer management, or a related field.
  • Demonstrated experience leading complex, cross-functional programs involving engineering, business operations, commercial stakeholders, and executive leadership.
  • Strong understanding of cloud infrastructure, enterprise technology environments, or large-scale technical deployments.
  • Proven ability to translate technical requirements and commercial commitments into actionable execution plans.
  • Strong commercial acumen, including familiarity with deal structures, pricing considerations, contract execution, revenue drivers, and customer expansion.
  • Demonstrated ability to manage competing priorities, navigate ambiguity, and independently drive programs through completion.
  • Excellent written and verbal communication skills, with the ability to engage credibly with technical teams, commercial leaders, and senior executives.
  • Proven ability to operate credibly with varied customer personas, from engineer to C-Suite

Preferred Qualifications

  • Experience with hyperscale cloud platforms or large-scale infrastructure solutions.
  • Familiarity with AI, machine learning, or high-performance computing workloads.
  • Background in structuring non-standard or highly customized technology programs or commercial commitments.
