General Job Description
Under the direction of the Director of Operational Support, manages the daily operations of Community Development Division; oversees the application and enforcement processes for the Committee of Architecture (COA); serves as the staff liaison to the COA; develops, coordinates and reviews Community Development programs and services.

Essential duties and responsibilities may include, but are not limited to the following:
- Manages reports of community concerns and applications to the COA.
- Oversees the preparation of the COA agenda and applicant packets prior to meetings.
- Participation in the selection process of appointing COA members
- Prepares and manages the Community Development budget.
- Responds to requests for comments from Pueblo County Planning and Development.
- Collaborates with Pueblo County Planning and Development Department and Regional Building Department for the enforcement of local rules and regulations.
- Attends and provides input to potential applicants at Commercial Review Meetings.
- Attends public meetings as needed.
- Promote professional development of employees and administer employee performance management; supports District personnel policies and procedures within the department.
- Be advocates promoting health and safety in the workplace.

Managerial Responsibilities
- This position manages all employees of the division and is responsible for the performance management and hiring of the employees within that department.
- Serves as a positive and engaged member of the District Management Team and manages employees for optimum productivity.
- This role takes a proactive approach to the management of employee performance while creating and maintaining a supportive, professional, and open environment, consistent with the District’s culture.
- Participates in the employee selection process, evaluates employee’s performance, and provides regular feedback.
- Motivates, encourages, and develops direct reports.
- Develops and maintains training programs for staff to ensure employee development, growth and engagement.
- Demonstrates a respectful attitude toward customers, co-workers, elected officials, and supervisors that promotes teamwork, open communication and effective customer service.

Knowledge
- Knowledge of Declaration of Reservations and associated District bylaws.
- Knowledge of advanced computer skills to include the ability to use Microsoft Word, Excel, PowerPoint, Adobe Pro, Zendesk, and OpenGov.
- Knowledge of Pueblo County land use regulations and emerging developments within the field.
- Knowledge of current principles and practices applicable to assigned areas of responsibility; local, state and federal laws and regulations related to assigned functions.
Skills
- Reviewing architectural plans, plot plans, and other COA application documents.
- Use of references and information sources relevant to the field of Community Development such as recorded subdivision plats, District bylaws and resolutions.
