Position Summary:

Rolling Plains Management Corporation is seeking applicants for the position of Community Services Manager at the Community Services office in Crowell, Texas. This is a full-time hourly position within the Community Services Assistance Division. This position entails mainly tasks that are technical and diverse in nature and require the capacity of judgment, action, and ability to work with others to accomplish program goals and integration of program activities.

The Community Services Manager plays a key role in connecting individuals and families to essential services while strengthening partnerships with community organizations. This position supports the mission of Rolling Plains by delivering high-quality case management under the Community Services Block Grant (CSBG) program and collaborating with local partners to address the causes and conditions of poverty. This position will ensure that the program activities for CSBG, CEAP, TVC, and TBRA programs are performed according to each contract and that our clients are served in a timely manner. The Community Services Manager’s duties include strong community communications with the public, may include supervision of staff, information on RPMC programs/activities and all community resources and be able to discuss programs and to involve the residents of the neighborhood in seeking solutions for family and community needs. To perform this job successfully, an individual must be able to perform each essential function satisfactorily.

Primary Duties and Responsibilities:

  • Conduct comprehensive intake and needs assessment for individuals and families seeking assistance
  • Provide direction and guidance in the CSBG, CEAP, TVC and TBRA Programs.
  • Provide information to local citizens concerning all RPMC programs/activities/opportunities.
  • Responsible for data entered in the automated system in a timely and accurate manner.
  • Maintains information on all community resources/activities/opportunities
  • Maintain a strong presence in the community.
  • Responsible for an outreach Schedule which outlines the programs, organizations, and services which RPMC plans to target to increase RPMC exposure in the community and the resources to clients.
  • Maintain knowledge of current eligibility guidelines, funding guidelines, and departmental policies; apply guidelines and policies to individual cases.
  • Responsible for timely and accurate processing of payments.
  • Responsible for program compliance. Ensure rules and regulations are followed and ensure compliance with program goals, case management agreements, and policies and procedures.
  • Responsible for ensuring accurate and appropriate client records/documents are developed and maintained.
  • Responsible for ensuring office supplies are ordered for staff
  • Responsible for ensuring a productive work environment.
  • Provide excellent customer service.
  • Assure confidentiality of clients, potential clients, and co-workers.
  • Work cooperatively and jointly with clients, staff, agency divisions and vendors.
  • Develop and/or maintain filing systems, assuring that all files are maintained according to policy.
  • Responsible for expenditures within the established and approved budget.
  • Must be focused on excellence and continuous improvement
  • Show up to work on time, ready to work scheduled hours.
  • Notify supervisor of any real or perceived problems.
  • Demonstrate continuous effort to improve operations, streamline work processes and work cooperatively and jointly with clients, other staff, vendors, funding source staff, and monitors.
  • Work independently and cooperatively, using good time management skills and flexibility.
  • Use all basic office equipment in an efficient and effective manner.
  • Communicate effectively with all levels of employees and management, both orally and in writing using correct business English, including spelling, grammar, and punctuation.
  • Handle and prioritize a variety of assignments
  • Keep the work area and assigned site clean and well maintained.
  • Demonstrate awareness and sensitivity of cultural and community issues.
