Construction Control Inspector (Open to both U.S. Citizens and Federal Employees)

This position is located within the Construction Branch for the Eastern Federal Lands Highway Division (EFLHD), Federal Highway Administration (FHWA) in Ashburn, Virginia; Sevierville, Tennessee; or Tupelo, Mississippi. The Construction Control Inspector is responsible for the physical construction of federal projects under the jurisdiction of Eastern Federal Lands.
As a Construction Control Inspector, you will: Maintain/monitor fiscal control relative to the execution of the construction contract. Draft contract modifications for review by the Contracting Officer (CO) and are delegated the responsibility of negotiating the costs of changes with the contractor in accordance with provisions in the contract. Provide construction management control and surveillance of the work being performed by the contractor. Identify anticipated problems and take appropriate and timely corrective action. Be responsible for assisting in the enforcement of established construction specification requirements; determine the necessity for issuance of contract administration correspondence and contract modifications to the contractor in accordance with established policies and procedures. Recommend changes in design, specifications, and schedules to the Construction Operations Engineer (COE), as appropriate, to meet field conditions. The ideal candidate for this position is a construction manager or inspector with experience independently and effectively serving as a contracting officer's representative on a variety of highway or bridge construction projects. Primary duties include ensuring compliance with contract specifications, providing technical direction and guidance, and delivering contract administration services and support.

A government contractor-issued travel card will be issued and must be retained for official business only. BACKGROUND INVESTIGATION: A background security investigation is required for all selected individuals. Appointment will be subject to the applicant's successful completion of the security investigation and favorable adjudication. Failure to meet these requirements will be grounds for termination. PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed). TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed). TELEWORK: Telework for this position is typically only allowed in emergency situations. FAC-COR CERTIFICATION: You must attain and maintain a FAC-COR Certification within one year of start date.
