Construction Control Representative
This Construction Control Representative position is located in Facilities Management Service at the Edward P. Boland VA Medical Center, Leeds MA location. This position is a full-time at 40 hours per week.
The incumbent analyzes, selects, and adapts appropriate methods from a wide range of alternatives to assess unusual circumstances; evaluate operations, equipment, and activities; and apply qualitative and quantitative analytical techniques. The employee exercises seasoned judgment and skill to interpret considerable, incomplete, or conflicting data. Major Duties: Participates in design review conferences; reviews preliminary plans and specifications prior to advertisement for practicability, anticipated physical obstructions and other construction difficulties and availability of selected materials. Attends and participates in pre bid conferences to orient and inform bidders as to features, requirements, and special conditions. Reviews final plans and specifications for construction feasibility and practical accomplishment, and interprets technical portions of plans having clear precedent for other participants. Reviews correspondence and reports on construction status and progress, tests, administration, end contractor's estimates relative to construction of the project and unanticipated contingencies, and makes decisions and/or recommendations relative to most practical methods of accomplishing desired results. Reviews or initiates proposed factual or procedural changes in contract requirements and makes recommendations for desirability, construction feasibility, and reasonableness of costs. Advise on and/or resolve difficult but well-precedented, factual, procedural, and/or recurring issues. Decides upon such matters as suitability of completed work, adequacy of construction equipment, practicability of construction operations, reasonableness of schedules and estimates, adequacy of inspection and control procedures, end effectiveness of earth placement procedures. Using established plans and specifications, standard operating procedures, technical literature, agency policies and regulations, contracting regulations, safety procedures, manufacture's catalogues, and standard practices and procedures, prepares documentation and sketches of contract changes, estimates of costs for modifications, materials, and equipment, evaluating conditions at the work site field measurements, computations, local prices, negotiates changes with contractor's representatives and presentation of data as basis for substantiating contract modifications. Guides are not directly applicable to the work at hand and there may be gaps in specificity. Prepares progress reports and computation sheets from bid breakdown. Recommends progress payments based upon the percentage of work satisfactorily completed and also determines any withholdings for unsatisfactory work. Assures that all work under contract provisions has been completed and that no deficiencies exist that would preclude recommending final payment to contractor. Incumbent furnishes all reports and data required for transfer upon completion of construction. Work involves regular and recurring exposure to moderate risks and discomforts, such as dust, strong odors, or fumes from fuels, chemicals, or engine exhaust; high levels of noise and vibration, dust, grease, electrical hazards, uncovered moving parts of machinery, moving machinery; or outdoor conditions involving moderate exposure to rain, cold/hot weather, icy streams, and rivers. The work environment requires the employee to stay alert continually and to take special safety precautions including wearing special protective items of clothing. Preferred Experience: Mechanical or Electrical background. Notifications: May be required to attend conference at other facilities or other VA sites on occasion. The incumbent may be required to travel to other VA campuses and CBOC's. Selectee may be required to work at any VISN 1 Healthcare System campus, as needed. Current and former Federal employees must submit copies of their most recent SF-50 (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held. This position is in the Competitive Service.
