Construction HSE Coordinator

Job Description

The Construction Safety Coordinator is responsible for ensuring that the SHE policies and procedures are incorporated and implemented in all project lifecycle stages. The Construction Safety Coordinator also ensures contractor site safety programs are detailed and adequate during the project execution stage which is not limited to construction, installation, commissioning, decommissioning and qualification and to meet all relevant objectives set forth in the Client SHE Requirements Plan.

Responsibilities

  • Provide Construction Health, Safety & Wellbeing (H, S&W) SME capabilities to support regional portfolios.
  • Provide assurance and oversight on Client legal duties, the project H, S&W assurance programme and construction H, S&W best practices during and execution phases.
  • Ensure contractors have adequate and competent H, S&W resources in place. Monitor performance throughout and address any performance or competence issues.
  • Ensure contractors develop fit for purpose construction phase plans and project H, S&W programmes that ensure compliance with all legislative and local site H, S&W requirements. Monitor and audit contractor H, S&W programmes and conduct regular site inspections and worker engagements.
  • Collaborate with contractors on H, S&W and cultural continuous improvement initiatives.
  • Ensure there is clarity on transfers of responsibility between client and contractors, clearly identifying duty holders for all areas including temporary construction facilities.
  • Where possible, taking account of local legal restrictions, ensure the project implements a clear and agreed procedure for conducting drug and alcohol testing of the workforce. Schedule periodic testing and manage any non-compliances.
  • Ensure all accidents and incidents are reported and investigated by the contractors with input from all appropriate stakeholders, and that root cause analysis is comprehensive. Provide SME input to investigations, recording all events in PM Vitals and client SHE System where required, and ensuring that legal reporting duties to local authorities are complied with, tracking actions to closure.
  • Conduct monthly Contractor audit as assigned.
  • Record any Environment, Health & Safety observations into PM Vitals system. Ensure any negative observations closed within the timeframe according to the category.

Requirements

  • Bachelor's of engineering or any other relevant discipline
  • Specialist diploma in WSH
  • More than 19 years in greenfield/brownfield CAPEX construction projects
  • At least 4 years of experience in cleanroom/GMP regulated CAPEX construction projects
