Position Summary
McKnight International is seeking an experienced Construction Manager supporting public infrastructure, parks, facilities, and capital improvement projects throughout the Greater Houston area.
This role is responsible for managing construction activities from project initiation through closeout while serving as the Owner's Representative throughout construction. The Construction Manager will oversee contractor performance, coordinate project stakeholders, monitor project schedules and budgets, review construction documentation, and ensure projects are delivered safely, on time, and in accordance with contract requirements.
The ideal candidate has extensive experience managing municipal or public-sector construction projects and possesses strong leadership, communication, and problem-solving skills.
Required: Candidates must already possess active TXDOT Precertification(s) applicable to Construction Management and/or Construction Engineering & Inspection (CEI) services. Candidates without the required TXDOT Precertifications will not be considered. This is a mandatory qualification for this position.
Requirements
Construction Management
- Manage multiple public infrastructure, parks, facilities, and capital improvement construction projects simultaneously.
- Serve as the Owner's Representative during construction.
- Monitor contractor performance for compliance with plans, specifications, permits, and contract requirements.
- Coordinate contractors, consultants, inspectors, clients, and project stakeholders.
- Monitor project schedules, milestones, budgets, and overall project progress.
- Identify project risks and develop mitigation strategies.
- Conduct routine field visits and document construction progress.
- Review Requests for Information (RFIs), submittals, shop drawings, pay applications, and change orders.
- Facilitate construction progress meetings and prepare meeting minutes and project status reports.
- Maintain accurate project documentation and correspondence.
- Support quality assurance and quality control activities throughout construction.
- Monitor contractor compliance with project safety requirements.
- Assist with project closeout activities, punch lists, and final acceptance documentation.
- Build and maintain positive relationships with clients, contractors, and project stakeholders.
Qualifications
Required
- Bachelor's degree in Construction Management, Civil Engineering, Architecture, Project Management, or a related field preferred.
- Minimum eight (8) years of construction management, owner's representative, engineering, construction inspection, or infrastructure project experience.
- Experience managing public-sector, municipal, infrastructure, parks, facilities, or capital improvement projects.
- Experience reviewing RFIs, submittals, shop drawings, contractor pay applications, and change orders.
- Strong understanding of construction plans, specifications, contract administration, construction sequencing, and project delivery.
- Excellent verbal and written communication skills.
- Proven ability to manage multiple projects simultaneously while working independently.
- Valid Texas driver's license with the ability to travel between project sites.
- Active TXDOT Precertification(s) applicable to Construction Management and/or Construction Engineering & Inspection (CEI) services are required. Candidates without current TXDOT Precertifications will not be considered.
- Must be authorized to work in the United States and able to pass all required background clearances.

Physical, Schedule & Eligibility Requirements
- Full-time, fully on-site position.
- Frequent travel between project sites throughout the Greater Houston area.
- Regular field visits and outdoor work required.
- Ability to attend construction progress meetings and client meetings as required.
- Must be able to safely access active construction sites.
- Must be authorized to work in the United States.
- Must successfully pass all required background screenings.
Compensation
Starting salary of $120,000+ annually, with final compensation based on experience, qualifications, TXDOT Precertifications, certifications, and directly relevant construction management experience.
