Construction Manager (Contracting Officer Representative)

As a Construction Manager (Contracting Officer Representative), you will be responsible for performing construction management, technical oversight and contract administration support functions in support of moderate to complex Federal and leasing projects. Location of position: GSA-Public Buildings Services (PBS)-Office of Program and Project Management (PX) We are currently filling eighteen vacancies, but additional vacancies may be filled as needed.

Performs planning, coordination, oversight, administration and management of design, construction and leasing project activities. Responsibilities include reviewing design submissions, monitoring construction progress, coordinating site activities, and supporting acquisition and leasing functions as applicable. Serves as the Contracting Officer's Representative (COR), acting as the Government's primary technical liaison with contractors and lessors, monitoring performance, inspecting work, and documenting compliance with contractual obligations. Coordinates activities among project stakeholders including architects, engineers, contractors, leasing specialists, budget analysts, building managers and customer agencies and prepares briefings to leadership on costs, impacts, feasibility, alternatives, issues, recommendations and status of project development and implementation. Prepares independent Government estimates and technical analyses of A/E, CM, construction, and leasing-related proposals to support acquisition and negotiation strategies and provides technical support and participates in negotiations with contractors and lessors. Maintains working relationships with Federal client agencies and external stakeholders to support project coordination and participates in meetings with personnel in various Federal agencies to support design, construction, and leasing project execution and coordination.

Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position The work is primarily sedentary, although there may be some walking or bending involved during construction site visits. Depending upon geographic location of position. The work is usually performed in an office setting except for any necessary travel to attend meetings and conferences or conduct on-site inspections. Visits to customer agencies, contractors' facilities and construction "hard hat" sites are required. Appropriate safety equipment (e.g., hard hat, safety shoes) will be worn during on-site inspections.
