Key responsibilities
- The Superintendent – Civil will work with the subcontractors' supervision, directing activities to project priorities, ensuring that required support is available, and monitoring labour and equipment levels for efficiency.
- General:
- Works to a 90-day look ahead schedule and provides leadership and guidance to site-based construction supervision (multi-discipline) and construction contractors.
- Assist subcontractor in finding the best method to execute the works.
- Monitor daily construction details and daily progress in the area (PPC).
- Understands Petrofac scope of work, and the detailed scopes for each subcontractor, together with an appreciation of the contract type, e.g. reimbursable, unit rates etc. On reimbursable contracts the Construction Superintendent is responsible to verify that all subcontractor personnel and equipment are being used efficiently and sign off on daily timesheets verifying this. Construction Superintendent must be contractually aware, identifying changes in project scope and formally notifying the Subcontracts Manager before implementation.
- Supports Construction Manager / Engineer in finalizing technical decisions.
- Takes ownership of safety; reviews subcontractor HSSE plans and instigates required changes. Oversees/conducts toolbox talks before commencement of work, briefing about the risks involved and the mitigation measures to be taken. Inspects the jobsite daily to confirm that housekeeping standards are met and takes immediate action if standards are not being met. Encourages the subcontractor and subordinates to report all near misses, unsafe acts etc.
- Verifies ITPs and QCPs are in place before commencement of work and is responsible to ensure that the work is correctly executed the first time. Construction Superintendent must understand project quality requirements. Construction Superintendent shall monitor the subcontractors' trade personnel to identify skill shortages and training requirements.
- Ensures quality control inspection on material received and reports any damaged or missing material.
- Ensures adequate storage and preservation of equipment and bulks before and after installation.
- Attends pre-walkdowns/walkdowns for MC verifying the work scope is completed as per drawings to reduce the punch list.
- Resolves Technical Queries (TQs) and Non-Compliance Reports (NCR) that are issued to subcontractor.
- Ensures the job task is performed right first time following QinC Quality in Construction approach. Actively participates in quality control inspection in line with approved ITPs.
- Coordinates with Field Engineering to obtain client approvals related to construction.
- Knowledgeable in all facets of construction/field engineering methods and techniques. Reviews and approves all Construction Method statements submitted by subcontractor. Ensures industry best practices are used and new applicable standards are implemented.
- Attends subcontract/cost awareness sessions and understands the responsibility matrices, BOQ, and preambles of subcontract. Reviews Responsibility Matrix and ensures subcontractor is complying within the contract. Reviews any work scope that has been missed within the subcontract with subcontractor and notifies management.
- Leads the four-week schedule review meetings (weekly) and reviews the weekly work plans to support the overall schedule and commodity curves. Submits daily and weekly reports that identify work in progress and completed. To assist management, the Superintendent will identify all work that is falling behind schedule, propose remedial action and re-forecast completion dates.
- Shares technical knowledge with subcontractors and Petrofac staff. Training and development of nationals, which involves shadowing, mentoring or on the job training for certain designated positions and supervising junior engineers while job training is ongoing.
- Clear roles and responsibilities to be defined for subordinates.
- Provides clear and honest feedback to construction supervision on their performance and provides coaching and mentoring to enhance their skills.
- Assists in closing all punches and assists in commissioning plan.
- Coordinates closely with client and ensures all concerns are tackled.
- Ensures quantity reporting is established and reported accurately.
- Inputs site construction feedback in Construction Observation Form.
- Provides training onsite if nominated by Construction Manager.
- Trained in lifting and scaffolding supervision (if required).
- Discipline specific:
- Definitive knowledge in survey equipment; underground activities such as earthworks/excavation, concrete works, steel works, road works and other related civil activities.
- Prepares a detailed plan for each underground network based on material delivery dates and subcontractor resource mobilization.
- Provides day to day civil/structural support and advice to supervisors. Provides specialist support with regards to inspection, and meeting with client or subcontractor.
- Coordinates civil/structural/building activities within assigned scope at work site.
- Ensures that necessary certification for materials are available for concrete works.
- Reviews the project schedules to confirm work sequences, installation progress requirements and completion milestone plans. Also, identifies other discipline commodities that must be installed to support the civil works.
- Able to understand a material packing list and identify the material required for the installation and cross reference with the purchase order. Planning activity prepares material requisitions and ensures their withdrawal.
- Prepares work, monitors punch lists and red lines GA drawings and P&IDs. After completion of works ensures feedback and close work.
- Ability to understand and implement civil/structural drawings (topographic layouts, earthworks/excavation drawings, boreholes locations, fencing, paved roads and drainage, underground piping and foundations, architectural and conceptual building drawings, control room layouts, substation layouts, machinery shelters, service platforms, pipe racks, pump foundations, vessel and vessel platform foundations, columns and other civil/structural drawings).
- Ensures AFCs are strictly followed by subcontractor.
- Ensures implementation of Petrofac’s Civil, Structural and Building procedure.

Knowledge & qualifications
- Years of structural site experience in direct hire construction with an international oil & gas EPC company and with subcontractors.
- Preference will be given to candidates who meet the following criteria:
- Experience working in the Commonwealth of Independent States (CIS/FSU), Middle East, and/or North Africa.
- Prior experience working with a diverse international workforce.
