Purpose:
The Consultant will support the design, execution, and
communication of evidence-based interventions to reduce industrial air
pollution, particularly from Micro, Small, and Medium Enterprises (MSMEs) and
large point sources. The position is critical to advancing the programme's
objectives of developing India-specific industrial emission factors, supporting
the implementation of market-based instruments such as Emissions Trading
Schemes (ETS), and enhancing industrial compliance mechanisms, including
Continuous Emissions Monitoring Systems (CEMS). The analyst will also engage
directly with the MSME sector to identify and assess viable pathways for
emissions reduction and energy efficiency improvements, including cleaner fuel
adoption, improved process technologies, and decentralised solutions. The role
involves technical assessments, data analysis, stakeholder consultations, and
policy translation to strengthen regulatory frameworks and enable cleaner, more
efficient industrial practices across key sectors and geographies.
Job duties and accountabilities
Research &
Analysis:
● Conduct primary and secondary research on
industrial emissions, air pollution control technologies, cleaner fuels, and
energy efficiency interventions across MSMEs and large industries.
● Assist in techno-economic assessments of
pollution control and energy efficiency technologies suitable for MSME
clusters.
● Analyse relevant environmental regulations,
standards, and compliance frameworks related to industrial emissions and air
quality.
● Manage and analyse industrial activity,
emissions, and energy use datasets (e.g., CEMS, ASI, CPCB portals).
● Support the development and refinement of tools,
dashboards, and models to monitor industrial emissions and evaluate mitigation
scenarios.
● Conduct assessments using Excel/Python/R-based
tools to calculate emission reduction metrics.
● Engage with industry associations, MSME units,
technology providers, regulators (e.g., SPCBs, CPCB), and civil society to
gather insights and disseminate findings.
● Contribute to the drafting of blogs, policy
briefs, issue notes, and regulatory recommendations for state and national
authorities.
● Generate high-quality reports, papers,
presentations and analyses for internal and external circulation.
● Support the team by periodically travelling
within India, particularly for field visits and stakeholder meetings related to
pilot studies.
Selection Criteria
Qualification
● Bachelor’s/Master’s in
Mechanical/Electrical/Instrumentation & Control /Electrical &
Electronics/Environmental Engineering.
● Strong interest and knowledge in the industrial
sector.
Work Experience:
● 2-4 years of experience in the fields of industrial emissions,
air quality management, energy efficiency, environmental engineering, or
climate and clean energy policy.
Key skills
● Strong data management and analysis skills
● Must be proficient in
Hindi and English.
● Experience with GIS tools such as ArcGIS, QGIS,
or Google Earth Engine for spatial analysis and mapping of industrial clusters.
● Proficiency in statistical tools (Excel,
Python/R) and data visualisation for interpreting CEMS data and emission
trends.
● Must have strong
communication skills for effective, efficient, and adaptive verbal and written
communication, and active listening.
● Must have strong
research skills – the capability to carry out systematic literature reviews and familiarity with research methods is a bonus.
● Strong drive and
initiative, a self-starter.
● The candidate should
be willing to travel.
Desirable skills
● Experience in energy efficiency and energy
audits across industrial sectors.
● Technical and operational knowledge of
industrial processes and equipment; must have knowledge of emerging technology
solutions and automated tools.
