The Sustainable Growth and Nature team at Oxford Policy Management is currently seeking a Consultant - Energy, Resources & Growth on a fixed-term basis for 6 months initially
The position will be located in Indonesia- Jakarta

Position Summary
The primary purpose of this position is to lead and/or support on delivering projects and bids for the Energy, Resources and Growth team in Indonesia and beyond, while supporting the wider work of the Climate and Nature team in OPM.
As a Consultant- Energy, Resources and Growth at OPM you will:
- The candidate will be expected to proactively pursue and deliver opportunities in Indonesia to expand OPM’s work on clean energy, natural resource management and sustainable growth
- In addition, they should be willing to contribute and deliver on multiple technical areas relevant for the Climate and Nature teams, responding to opportunities that emerge in Indonesia and beyond.
- This includes cross-cutting experience in project design, policy analysis, research and monitoring, evaluation and learning across a range of topics related to sustainable growth and nature.
- Provide specific technical and leadership on one or more issues related to clean energy, green growth and sustainable natural resource management. This will involve working on a range of technical areas, both ones they are highly skilled at, as well as others where they may have less experience and apply transferable skills and wider expertise to deliver successfully
- The candidate will lead/manage small projects of a few months and contribute as part of a wider team to large, multi-million-pound complex projects. They will apply technical, program management, people skills and a focus on impact to deliver these projects successfully.
- Business development will be an integral part of the role taking up about 30% of the time. The candidate will lead bids, taking responsibility for forming partnerships, identifying teams, figuring out how our offer to the client and ensuring our offer makes commercial sense.
- The role will include a strong emphasis on analysis and writing, with the candidate being the lead author of various technical and research projects.
- The candidate will develop senior external relationships in Indonesia to identify opportunities for OPM to win work and have impact. They will have and build an external profile to support OPM’s growing portfolio of work
- Develop, support and promote OPM’s work on clean energy, natural resource management and sustainable growth in Indonesia to build future work, deliver existing projects and programs, and contribute to OPM’s internal learning.
- The role is expected to initially involve contributing to OPM’s ongoing technical assistance programs in Indonesia, including supporting the Government of Indonesia to mainstream climate change within the planning process (‘Low Carbon Development Indonesia – 2’) and supporting PLN to strengthen institutional systems and capacity for environmental and social management systems.
- Manage and deliver technical work on climate and nature in Indonesia and beyond, which could involve research, facilitating workshops, providing capacity training, managing relationships with government partners, analyzing data, evaluation and learning, report writing and presentations
- Represent OPM externally in Indonesia , manage relationships, network and provide advice externally on climate policy and finance.
- Oversee and manage small teams of technical experts working on projects (OPM, consortium and external consultant inputs), achievement of financial targets and client reporting. You will be supported by senior members of the team, as well as other members of the team, such as project managers and other technical staff.
- Ensure that program inputs and deliverables are defined and delivered on time and to quality standards.
- Be an integral part of the Climate and Nature teams, and engage across other relevant OPM teams to define, develop and deliver opportunity pipelines for key clients in line with portfolio acquisition and diversification targets. This will range across identifying opportunities, pre-positioning, partnership development, bid writing and submission, ensuring a distinctive offer to provide substantial positive impact of our work for poor and marginalized people.
- Build upon existing strong external networks by identifying and building relationships with key external organizations, associates and external consultants that share our values and complement our skills, building up our networks and linking to other relevant Practices. This will also involve external reports and publications sharing learning and showcasing OPM’s work.
Key Qualifications / Experience / Skills / Behaviours
- A Master’s or other post-graduate University qualification in relevant discipline such as environmental management, energy studies, social studies, political science, economics etc
- Substantial relevant work experience on one or more technical areas related to clean energy, green growth and/or natural resources management
- Proven ability to work in a range of wider issues related to climate and nature, including climate policy, climate finance, biodiversity and the environment etc.
- Excellent and proven writing skills
- Strong bidding and proposal management skills, which includes proven ability in actively prepositioning for strategically important and impactful projects and developing clear strategy for submitting winning bids. These skills will be developed if the candidate does not have prior experience in bidding.
- Experience in the development of project plans, priorities and processes to achieve its objectives, including managing budgets, resources and risk management
- Experience in externally representing your specialist area with partners, donors and with other external experts
- Sound decision making skills, experienced in evaluating technical and commercial information to provide clear direction on projects in line with the portfolios objective
- Ability to communicate effectively with colleagues and clients, verbally and in writing
- Excellent problem solving, organising and management skills
- Switches comfortably between attention to detail and bigger picture, joined up thinking and approach to providing solutions
- Good at prioritising changing and competing demands and tasks, while consistently delivering quality work
- Outstanding interpersonal and communication skills; collaborative and constructive approach to working with others, building effective relationships internally and externally
