Consultant - Impact Measurement Specialist (Mixed Methods)

Job Summary

IIX seeks an experienced Impact Measurement Specialist to lead mixed-methods research, data analysis, and impact reporting across programs. This flexible, project-based role involves fieldwork, stakeholder engagement, and producing clear, rigorous reports for funders and partners.

Responsibilities

  • Design and implement recruitment strategies for diverse research participants to ensure representative stakeholder engagement
  • Conduct in-depth interviews and facilitate focus group discussions with sensitivity and confidentiality to gather qualitative data
  • Lead Theory of Change mapping sessions and structured evidence-gathering exercises to clarify impact pathways
  • Coordinate transcription and translation of research materials to maintain data accuracy across languages
  • Develop and administer quantitative surveys aligned with program indicators and impact frameworks to collect measurable data
  • Clean, structure, and analyze quantitative datasets using appropriate statistical methods to identify trends and test hypotheses
  • Build and maintain indicator trackers, scorecards, or dashboards to translate raw data into actionable insights for decision-making
  • Identify and escalate research risks such as sampling gaps or participant fatigue to maintain data integrity
  • Integrate quantitative findings with qualitative evidence to enhance the rigor and credibility of impact claims
  • Draft, edit, and finalize impact assessment and M&E reports that clearly communicate complex data to funders, donors, and government audiences
  • Contribute to synthesis reports by identifying data-driven patterns across themes and stakeholder groups
  • Prepare stakeholder-facing materials including executive summaries, presentations, and briefing notes tailored to diverse audiences
  • Support the Project Lead by managing work streams, timelines, and deliverables, and performing ad hoc analysis or drafting as needed
  • Review and quality-check technical reports and datasets for consistency, accuracy, and clarity

Required competencies and certifications

  • Minimum 5 years of professional experience in mixed-methods research and impact measurement or M&E report writing
  • Proven ability to conduct in-depth interviews and facilitate focus groups in social sector or development contexts
  • Strong analytical writing skills demonstrated by producing clear, structured reports for funders and partners
  • Solid understanding of impact measurement frameworks such as IRIS+, SDGs, or GRI
  • Working knowledge of Singapore’s nonprofit, grassroots, or community ecosystem or a closely related sector
  • Proficient facilitation and rapport-building skills with diverse stakeholders
  • Ability to independently coordinate multi-week or multi-month research and reporting projects with minimal supervision
  • Bachelor’s degree or higher in Social Sciences, International Development, Public Policy, Economics, or related discipline

Preferred competencies and qualifications

  • Proficiency in spoken and written Mandarin to broaden participant engagement and support multilingual research contexts
  • Experience coordinating interpretation or translation support for additional languages
  • Prior experience facilitating Theory of Change sessions or conducting impact assessments
  • Familiarity with impact investing, ESG, gender finance, or sustainable development themes
  • Experience using data visualization tools (Tableau, Power BI, Claude Code) or statistical analysis software

Other Information

Location Based in Singapore with occasional regional fieldwork as required

Working Arrangement Project-based freelance/independent contractor role, approximately 2 days per week, flexible 2-month engagement with possible extension
