Consultant - Project Controls

The Consultant – Project Controls (P2) will support the delivery of PMO and project controls services across UK&I Transport & Infrastructure projects, with a focus on project setup, budget setup, task order management, ERP/Horizon data management, cost and performance reporting, governance, and project controls coordination.

The role will work closely with Project Managers, PMO Leads, Project Controls teams, Commercial teams, and Senior/Principal Consultants to ensure projects are set up correctly, monitored effectively, and reported consistently in line with PMO standards and UK project requirements.

While knowledge of planning and scheduling is beneficial, the core focus of this role is project controls, financial governance, ERP data accuracy, reporting, and PMO coordination.

1. Project Setup & Mobilisation Support

  • Support project setup activities in Horizon / ERP systems or equivalent project management platforms.
  • Assist with creation and maintenance of project structures, including: Project codes, Work Breakdown Structures / task structures, Cost centres, Budget lines, Task orders / work orders
  • Ensure project setup aligns with approved scope, contract requirements, financial governance, and PMO standards.
  • Support mobilisation activities for new projects, including setup of reporting trackers, governance templates, and project controls documentation.
  • Coordinate with PMs and functional teams to ensure project information is complete, accurate, and ready for delivery.

2. Budget Setup & Financial Tracking

  • Support budget setup and baseline configuration within Horizon / ERP systems.
  • Assist with tracking of approved budgets, forecasts, commitments, and cost movements.
  • Support updates to budgets and financial structures where scope, task orders, or project requirements change.
  • Help maintain alignment between project budgets, task orders, cost reporting, and financial forecasts.
  • Support project teams in monitoring cost performance and identifying variances.

3. Task Order / Work Order Management

  • Support setup, tracking, and maintenance of Task Orders / Work Orders across project lifecycle.
  • Assist PMs and Commercial teams in tracking task orders start / end dates, Budget allocation against task orders, Changes or amendments, Close-out status
  • Ensure task order information is accurately reflected in project controls trackers, reports, and ERP systems.
  • Highlight inconsistencies or missing information requiring PM / commercial action.

4. Project Controls & Reporting

  • Prepare and maintain project controls reports and dashboards covering: Cost performance, Forecasts, Budget status, Task order status, Risk and issue updates, Overall project performance indicators
  • Maintain structured datasets, trackers, KPIs, and reporting templates.
  • Support preparation of periodic PMO reporting packs for internal and external stakeholders.
  • Ensure reporting outputs are accurate, consistent, and aligned to agreed PMO standards.
  • Support in Application for Payments (AfPs) and invoicing on a monthly basis.

5. ERP / Horizon Data Management

  • Use Horizon / ERP systems to support project lifecycle management from setup through delivery and close-out.
  • Maintain accurate project data to support reporting, financial control, invoicing, and governance.
  • Extract, validate, reconcile, and analyse ERP data for reporting purposes.
  • Identify and resolve data inconsistencies between ERP systems, trackers, and dashboards.
  • Maintain structured and auditable project records.

6. Cost, Forecasting & Performance Monitoring

  • Support cost tracking, forecasting, and financial performance monitoring.
    • Assist with inputs for: Estimate at Completion, Forecast updates, Cost variance analysis, Earned Value / performance tracking where applicable
  • Monitor trends and highlight risks, variances, and forecast impacts to senior team members.
  • Support working capital visibility and project financial performance reporting.

7. Risk, Issue & Change Support

  • Support the maintenance of risk, issue, and action registers.
  • Track updates, owners, due dates, and escalation requirements.
  • Assist in capturing commercial or delivery-related impacts arising from changes.
  • Ensure changes are reflected in reporting outputs and coordinated with relevant PMO / commercial teams.

8. PMO Coordination & Governance

  • Work closely with PMO, Project Managers, Commercial teams, and Project Controls teams to ensure aligned project information.
  • Support compliance with PMO frameworks, templates, reporting cycles, and governance requirements.
  • Maintain documentation and audit trails for key project controls activities.
  • Support continuous improvement of PMO processes, trackers, and reporting approaches.

9. Planning & Scheduling

  • Maintain a basic understanding of planning and scheduling concepts.
  • Ability to interpret schedule inputs for reporting purposes where required.
  • Coordinate with planning teams to obtain schedule updates and progress inputs.
  • Knowledge of Primavera P6 / MS Project is beneficial but not mandatory.

Technical Requirements

  • Strong proficiency in:
    • Advanced MS Excel
    • Power Query
  • Working knowledge of:
    • Project controls principles
    • Cost tracking and forecasting
    • ERP/project lifecycle data management
    • Reporting and governance processes
  • Experience using or supporting ERP/project systems such as: Horizon / SAP, Ecosys or similar project / financial management systems
  • Exposure to Power BI or similar reporting tools is desirable.
  • Basic familiarity with Primavera P6 / Microsoft Project is desirable.

Experience & Qualifications

Essential

  • Bachelor’s degree in Engineering.
  • Master’s degree in Project Management or Construction Management.
  • 5–8 years of experience in project controls, PMO, project support, or project reporting roles.
  • Experience working in a professional services, engineering, infrastructure, or consultancy environment.
  • Strong analytical, organisational, and communication skills.
  • Good attention to detail and ability to manage structured project data.

Desirable

  • Exposure to UK Transport & Infrastructure projects, including Rail, Roads, Civils, Water or Intelligent Infrastructure.
  • Experience working in a GCC / offshore delivery model.
  • Familiarity with PMO governance frameworks and reporting standards.
  • Exposure to Power BI, Power Query, or dashboarding tools.
  • Professional certifications/qualification such as:
    • PMP / CAPM
    • APM PFQ / PMQ
    • Relevant project controls or project management certifications.
