CONTRACT SPECIALIST

You will serve as a Contract Specialst in the Contracting Division, Code 133000 of NAVAL RESEARCH LABORATORY.

You will perform pre-award and post-award functions, including price/cost analysis, negotiation, and administration of contracts for services, materials, and equipment associated with research, development, test, evaluation, production activities.

You will be responsible for contract specialist functions for highly specialized scientific instruments and laboratory testing devices, such as electro/mechanical testing equipment.

You will develop and implement recommendations and solutions to contract problems, risks, and outcomes in the pre and post-award procedures to plan and conduct the contracting process for the description of the requirement through contract delivery.

You will prepare solicitation documents, incorporating provisions, such as cost accounting standards, requirements for technical proposals, testing procedures, cost escalation factors, cost data requirements, and socioeconomic programs.

You will analyze proposals for conformance with the solicitation, performing cost or price analysis, to include review of costs breakdowns to determine reasonableness.

You will function as team leader during contract negotiations by coordinating throughout the acquisition process with representatives from the program office, acquisition request originator, financial management office, and other eternal offices.

You will insure contract data entered into DoD and federal systems are complete and accurate.
