Contract Specialist (Procurement Innovation Lab)

This position is located in the Department of Homeland Security (DHS), Office of the Chief Procurement Officer (OCPO), Procurement Innovation Lab (PIL). The main purpose of this position is serve as a non-operational contract specialist serving the role of a Senior PIL Coach, providing support, resources and encouragement to procurement teams supporting some of the most complex acquisitions as they implement innovative procurement techniques. Non-BU: This is a non-bargaining unit position.

As a Contract Specialist (Procurement Innovation Lab), GS-1102-15, your typical work assignments may include: Performing complex procurement planning, developing acquisition strategies, and resolving problems and issues in both pre-award and post-award functions. Serving as a senior procurement innovation coach on all acquisition functions that encompass the planning, execution, administration, and termination of complex and major procurements for services and supplies. Providing senior procurement innovation coaching services to the procurement team to determine the contract methods to be used and developing the unique/complex terms and conditions of the solicitation and in the negotiation of complex contracts. Training the procurement team as they learn and test new methods to evaluate proposals and document consensus evaluation reports, negotiate costs/prices and terms and conditions with offerors/contractors, and prepare award documentation, within applicable laws and regulations. Developing and mentoring lower-graded procurement innovation coaches, contract specialists, program offices, field offices and user functions regarding all aspects of Department procurements. Developing new procurement concepts, practices and procedures required to take advantage of regulation changes. Streamlining the procurement function and promoting efficiency via creative and innovative methods and advising procurement teams on non-traditional procurement models.
