CONTRACT SPECIALIST (TITLE 5)

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a CONTRACT SPECIALIST (TITLE 5), Position Description Number NGT0048000, NGT0049000 is part of the TN 134th ARW Air National Guard. This announcement is a dual bid for either a GS-1102-09 or GS-1102-11, only one selection will be made.

As a CONTRACT SPECIALIST, GS-1102-09, you will plan acquisitions for standard or specialized services, supplies and/or construction contracts where specifications are standardized within established competitive markets, and where price competition exists. Develop solicitations, evaluate responses, and make award recommendations. Conduct market research and analyses whether commercial items or non-developmental items are available to meet the Government's needs or could be modified to meet the Government's needs. Monitor contract performance, perform contract administration, contract close-out and recommend terminations if needed. Assist with the training, monitoring and management of appointed Contracting Officer Representatives (CORs). Provide advice and assistance to others relating to contracting work and prepare correspondence. May serve as the primary or alternate Government Purchase Card (GPC) Agency/Organization Program Coordinator (AOPC). May serve as a System Administrator. Perform other duties as assigned. OR As a CONTRACT SPECIALIST, GS-1102-11, you will plan the overall approach to meet contracting program objectives for procuring a wide variety of requirements. Perform market research/analysis to determine availability of the requirement; analyze market trends, commercial practices, conditions and technological advances. Assist in procuring a wide variety of services, supplies, and/or construction. Apply all statutory requirements including regulations, policies, procedures, business and industry practices, market trends, Government Accountability Office (GAO) and Comptroller General Decisions, public law, case law, and precedents to all acquisitions. Execute post-award contract performance management actions on assigned contracts. Train and monitor appointed Contracting Officer Representatives (CORs) as required. Provide business advice and guidance to technical personnel and others on contracting work and prepare correspondence. Represent the interest of the organization in a professional manner in meetings and various contacts outside the agency on a variety of issues that often are not well-defined. May serve as the primary or alternate Government Purchase Card (GPC) Agency/Organization Program Coordinator for the local Contracting Office. May serve as a System Administrator. Perform other duties as assigned.
