Contracting Officer Representative

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Communications (OC), Division of Website Planning & Support. As a Contracting Officer Representative (GS-1101-13), you will conduct complex acquisition tasks, including contract oversight and analysis using qualitative and quantitative methods to analyze and evaluate contract operations/administration.

Preparing contract documents which incorporate required Federal Acquisition Regulations (FAR), HHS, and CMS policies and provisions; requirements for technical proposals; cost data requirements; and all other required data.

Developing, selecting, adapting, and employing qualitative/quantitative methods, procedures and systems for assessing the efficiency/effectiveness of recruitment and training contracts, contract policies, and contract practices and procedures.

Performing cost/price analysis of contracts, including analysis of cost breakdowns to determine reasonableness and conformance to applicable regulations, directives and policies.

Managing project plans, ensuring timely completion of action items and achievement of critical milestones.

Monitoring and verifying contractor performance and compliance with terms, conditions, and specifications of the contract.

Preparing reports and briefs results and recommendations to program or higher-level management on recruitment and training contracts.
