Contractor Program Manager (CPM)

Summary

Position Summary

The Contractor Program Manager (CPM) serves as the single point of contact and primary operational leader for all contract performance on the DCMA Blue List Program Support Services task order. This individual provides day-to-day oversight of a 14-FTE (plus optional) multi-disciplinary team operating across San Diego, CA and Fort Lee, VA. The CPM is responsible for program execution, Integrated Master Schedule management, staffing continuity, deliverable quality, risk management, and seamless coordination with Government leadership.

Key Responsibilities

  • Serve as the single point of contact for all matters relating to contract performance and maintain authority to commit Contractor resources and direct all Contractor personnel.
  • Provide day-to-day oversight of Contractor operations and act as the primary operational liaison between the Government and the Contractor team.
  • Develop, maintain, and manage a resource-loaded Integrated Master Schedule (IMS) tracking Blue List milestones, software releases, interagency dependencies, and contract activities. Utilize Critical Path Method (CPM) analysis to identify schedule risks and recommend corrective actions.
  • Coordinate staffing activities, including onboarding, offboarding, vacancy management, and verification of certifications, training, and security requirements. Ensure qualified replacements are identified, badge-processed, and fully deployed on-site within 30 calendar days of any vacancy (Tier 3 clearance initiated before start of work).
  • Maintain labor hour records and submit accurate monthly labor reports for Government verification prior to invoicing.
  • Coordinate preparation, review, submission, and resolution of all contract deliverables; ensure Government comments and corrective actions are addressed timely.
  • Identify risks and performance issues, coordinate corrective actions, and communicate significant impacts and recommendations to the Government.
  • Maintain recurring management reports and records (performance status, action item logs, risk/issue logs, and other documentation requested by the Government).
  • Coordinate administrative support activities including facility access, badging, Government-furnished property, security requirements, and authorized travel.
  • Attend recurring program management meetings and coordinate execution activities with the Government Blue List Program Manager and Contracting Officer's Representatives (CORs).
  • Ensure 100% operational readiness and full staffing by Day 31 after award with no service gaps.

Mandatory Qualifications

  • Bachelor's degree in Business Administration, Management, Systems Engineering, or a related operational field.
  • Minimum of ten (10) years of professional experience in project management, team leadership, and program scheduling.
  • At least four (4) years of the above experience must be directly supporting the Department of War (DoW) or federal agencies.
  • Demonstrated technical expertise in establishing and maintaining resource-loaded Integrated Master Schedules using Microsoft Project, Primavera P6, or equivalent enterprise tools.
  • Strong interpersonal, communication, and organizational skills with proven ability to handle sensitive information with discretion and interface professionally with senior military and civilian leadership.
  • Ability to read, write, speak, and understand English fluently.

Preferred Qualifications

  • Master's degree in a related field.
  • Active Project Management Professional (PMP) or PMI Scheduling Professional (PMI-SP) certification.

Additional Requirements

  • Must be able to work on-site at the DCMA facility in San Diego, CA during normal duty hours (approximately 7:00 AM – 5:00 PM local time, Monday–Friday, excluding federal holidays).
  • Must support dual-site operations (San Diego and Fort Lee) through strong remote coordination and leadership of geographically distributed team members.
  • Experience managing multi-functional teams in a federal/DoD program support, IT, or cybersecurity environment is highly desirable.
