COO - O&G

Our client is seeking a visionary, results-driven Chief Operating Officer (COO) to lead their downstream commercial fuel and energy distribution business unit. Reporting directly to the Board of Directors, the COO will hold full P&L accountability for the division, overseeing commercial strategy, supply chain execution, fuel terminal operations, fleet logistics, and regulatory compliance.

The ideal candidate is a seasoned industry executive with deep operational expertise in bulk fuel trading, storage terminal management, and logistics optimization within the Indonesian energy sector.

Key Responsibilities

• Strategic Leadership & P&L Management:
  • Own and drive the business unit's overall strategic plan, financial performance, revenue growth, and EBITDA targets.
  • Oversee budget allocation, capital expenditures (CapEx) for storage/infrastructure expansion, and operational expenditure (OpEx) optimization.
• Commercial & Supply Chain Operations:
  • Direct large-scale commercial fuel trading operations (primarily High Speed Diesel / industrial fuels), scaling B2B client portfolios across mining, smelting, marine, and industrial sectors.
  • Optimize product sourcing, inventory management, hedging strategies, and pricing mechanisms to protect margins against global oil price volatility.
• Logistics & Infrastructure Management:
  • Oversee end-to-end supply chain logistics, including coastal marine transportation (oil tankers/barges), land transport fleets, and bulk fuel storage terminal operations.
  • Ensure high asset utilization, fleet safety, and strict inventory loss-prevention controls.
• Risk, Governance, & HSSE Compliance:
  • Champion Health, Safety, Security, and Environment (HSSE) standards across all storage facilities and transport operations to achieve zero-accident targets.
  • Navigate complex Indonesian regulatory frameworks (BPH Migas, ESDM regulations, environmental permits, and licensing).
• Team Leadership & Culture:
  • Mentor, coach, and scale the executive management team across commercial, supply chain, terminal operations, and finance functions.

Key Requirements

• Experience: Minimum 15–20 years of progressive leadership experience, with at least 5–7 years in a C-suite or Senior Vice President role within downstream oil & gas, commercial fuel trading, or energy logistics in Indonesia.
• Domain Knowledge: Deep familiarity with industrial fuel (HSD/B35/B40 mandates) supply chains, B2B bulk fuel marketing to heavy industries (mining/plantations), and marine logistics/storage terminal operations.
• Commercial Acumen: Demonstrated track record of scaling revenue, managing complex commodity supply chains, and negotiating high-value contracts with major suppliers and enterprise clients.
• Regulatory Fluency: Strong working relationships and comprehensive knowledge of Indonesian downstream energy regulations and compliance standards.
• Education: Bachelor's degree in Engineering, Business Administration, Supply Chain, or a related field (Master's/MBA is a strong plus).
• Language: Professional proficiency in both English and Indonesian to engage effectively with local authorities, stakeholders, and international partners.
