Job Summary

We are seeking an experienced Cost Manager - Procurement to lead procurement and cost management functions across multiple projects. The role will be responsible for developing procurement strategies, managing sourcing and contract negotiations, driving cost optimization initiatives, and ensuring commercial value throughout the project lifecycle. The ideal candidate will possess strong commercial acumen, excellent stakeholder management skills, and proven experience in delivering procurement savings while maintaining quality and compliance standards.

Key Responsibilities

Procurement Strategy & Leadership

  • Develop and implement procurement strategies aligned with project and business objectives.
  • Lead end-to-end procurement activities including vendor prequalification, tendering, bid analysis, negotiations, and contract award recommendations.
  • Establish category management and strategic sourcing initiatives to maximize value and cost efficiency.
  • Drive procurement governance, consistency, and best practices across projects.

Cost Management & Commercial Control

  • Lead cost planning, budgeting, forecasting, and procurement cost management activities.
  • Conduct market analysis, cost benchmarking, and value engineering exercises to identify cost-saving opportunities.
  • Monitor procurement expenditure against budgets and project targets.
  • Prepare detailed cost reports, procurement dashboards, and commercial insights for senior management.
  • Support financial planning and project cost optimization initiatives.

Contract & Vendor Management

  • Lead commercial negotiations and contractual discussions with suppliers, vendors, and subcontractors.
  • Review and manage procurement contracts, ensuring commercial risks are appropriately mitigated.
  • Oversee contract performance, claims, variations, renewals, and closeout activities.
  • Develop and maintain strategic supplier relationships to ensure quality, reliability, and competitive pricing.

Risk Management & Compliance

  • Identify commercial, contractual, and supply chain risks and develop mitigation strategies.
  • Ensure procurement activities comply with organizational policies, ethical standards, and regulatory requirements.
  • Support internal and external audits through proper procurement documentation and controls.
  • Monitor supplier compliance with contractual obligations, quality standards, and ESG requirements where applicable.

Stakeholder Management

  • Collaborate closely with project teams, engineering, finance, legal, and operations stakeholders to ensure procurement requirements are met.
  • Provide commercial and procurement expertise during project planning and execution.
  • Support senior leadership in procurement decision-making and strategic initiatives.
  • Mentor and guide junior procurement and cost management professionals.

Required Qualifications

  • Bachelor's Degree in Quantity Surveying, Engineering, Construction Management, Supply Chain Management, Procurement, Finance, or a related field.
  • Master's degree or MBA is an advantage.
  • Professional certifications such as MRICS, MCIPS, PMP, CCM, or equivalent are preferred.

Required Experience

  • 8-10 years of progressive experience in procurement, commercial management, cost management, or strategic sourcing.
  • Proven experience managing large-scale procurement packages and supplier negotiations.
  • Experience within construction, real estate, data centers, infrastructure, industrial, engineering, manufacturing, or project management consultancy (PMC) environments.
  • Strong exposure to contract management and commercial risk assessment.
