Create a Publishers Device (logo) in svg format

I need someone who can use Inkscape with ease and create a logo. For brand security i can only state that the background layer will be a Heraldic shield in a texture. An image is to be added on to the shield, and a scrolled banner added to the base with the company name within, font to be confirmed on visual approval.
