The Partnership for Supply Chain Management (PFSCM) focuses on strengthening and managing secure, reliable, cost-effective, and sustainable global supply chains to enhance health and well-being in low- and middle-income countries by increasing access to quality and affordable health products. We assist governments, non-profit organizations, commercial firms, and humanitarian agencies in achieving their public health objectives through cost-saving procurement, efficient logistics, pharma-grade storage, last-mile delivery solutions, and real-time data tracking. Overall responsibilities

Oversees the collection, analysis, and interpretation of organizational data to optimize strategic decision-making and support client and internal reporting needs. This role will bridge technical teams with stakeholders, ensuring data accuracy while blending data expertise with leadership to drive actionable insights. The unit is overarching responsible for ensuring the high quality data used for performance management and analytics, with particular emphasis on ensuring the quality of data shared with clients and external stakeholders, in coordination project and unit managers. The Manager leads and mentors a unit of data professionals to drive performance management, process improvement, and actionable insights across PFSCM.

Specific responsibilities

Team Leadership and Project Management

  • Manage, mentor, and develop the Data Analytics & Reporting team, establishing clear workflows, setting performance targets, and conducting regular evaluations.
  • Oversee the intake, prioritization, and execution pipeline for all analytics, automation, dashboarding, and ad-hoc reporting requests across all business units.
  • Build organizational capability in data usage, assisting units in leveraging PFSCM’s BI tools to foster a data-driven culture.

Strategy and Business Intelligence (BI) Development

  • Define and execute company-wide strategies for data collection, metric definitions (KPIs), and performance reporting.
  • Lead the strategic design, configuration, implementation, and long-term maintenance of the enterprise BI platform (Power BI) in close coordination with IT.
  • Evolve analytics interfaces and reporting tools to align with changing organizational and donor needs.

Data Governance

  • Establish and maintain a fit-for-purpose PFSCM Data Governance Framework to standardize data definitions, access controls, and data management practices.
  • Oversee data integration initiatives in partnership with IT, data engineering, and data warehousing teams.
  • Define data validation controls and quality assurance audits to ensure the integrity of internal metrics and external client-facing reports.

Advanced Reporting and Automation

  • Oversee the generation and distribution of executive scorecards, standard performance dashboards, and monthly/quarterly donor reports.
  • Lead process automation initiatives to streamline manual data extraction and reporting workflows.
  • Ensure compliance with regulatory, audit, and quality management system (QMS) requirements.

Stakeholder Communication and Data Storytelling

  • Consult with cross-functional leadership (Finance, PPM Operations, Logistics, Sourcing, BD) to gather analytical requirements and establish aligned metrics.
  • Translate complex statistical and operational data into clear, visual business insights for Senior Management.
  • Advocate for data-backed operational changes, identifying bottlenecks, cost-saving opportunities, and risk exposure.


Qualifications

Professional and Technical Knowledge

  • Bachelor’s degree in Data Analytics, Mathematics, Business Administration, Computer Science, Engineering, or related quantitative field; Master’s degree preferred.
  • 8+ years of substantive experience in data analytics, performance management, strategic planning, and measures development.
  • Proven track record of developing and implementing organizational data governance frameworks.
  • Demonstrated leadership experience in recruiting, managing, and mentoring technical analytics teams.
  • Experience in global health, international supply chain systems, logistics, or international development environments highly desired.
  • Advanced proficiency in enterprise BI tools (Power BI), SQL, and Microsoft Office Suite (advanced Excel).
  • Experience working with data warehousing concepts, ETL processes, and ERP environments.
  • Strong project management skills; PMP certification or Lean Six Sigma experience is a plus.
  • Must be eligible to work in the Netherlands.


Interpersonal skills/Communication

  • Excellent written and verbal communication skills in English; ability to present complex technical data clearly to non-technical executive audiences.
