Discussion

**This position is open to Oregon and SW Washington candidates only. Please note that we are a dog-friendly office.

What We Need:

The Data and Application Support Analyst 1 is responsible for supporting the collection, management, analysis, and reporting of data from a variety of sources to support OPCA’s strategic priorities, and for serving as a primary point of application support for OPCA’s data platforms and for the health centers and partners who use them. As a member of OPCA’s Data Team, this role divides its time between gathering and analyzing reports on health center performance data using our population health data platform (Arcadia/VisualizOR), and providing day-to-day end-user support, account administration, training, and issue resolution for OPCA staff, health center members, and partner organizations that rely on our reporting tools and databases. This is a member-facing, service-oriented position: a substantial share of its value comes from being responsive, approachable, and reliable for the people who depend on these tools.

OPCA is an Equal Opportunity Employer. All qualified applicants will receive consideration for employment without regard to race, color, religion, sex (including pregnancy), sexual orientation, gender identity, age, disability, national origin, marital status, veteran status, and any other characteristic protected by applicable federal, state, or local laws. Successful candidates will commit to a respectful and welcoming workplace.

Who We Are:

OPCA is a nonprofit membership association for all of Oregon’s community health centers (CHCs), also known as federally qualified health centers (FQHCs). Our mission is to lead the transformation of primary care to achieve healthcare for all through our values of data-driven integrity, collaboration, and innovation.

To accomplish our shared goals, we support health centers and key partners by facilitating peer network gatherings, trainings, site visits, learning collaboratives, and data-driven improvement projects. In addition, we work with policymakers and partners to share the impact health centers have in their communities and advance policy to improve patients’ lives and the ability of health centers to serve them.

OPCA celebrates both individual contributions and powerful teamwork. We support one another as healthy human beings who balance work with the rest of life. Join our team to advance OPCA’s mission of health access for all, as we lead the community health center movement with passion, vision and courage.

Who You Are:

A highly skilled data analyst with:

  • A sense of curiosity and a love for numbers.
  • Strong aptitude for learning new technologies and software, and willingness to adopt new tools and methods as OPCA’s reporting and analytic needs change. Adaptability across tools matters more in this role than mastery of any single product.
  • Interest in, or experience with, using scripting, automation, and AI-assisted tools to support analytic and support work, paired with sound judgment about validating their output.
  • A service orientation and genuine enjoyment of helping people solve problems; patience and clarity when working with users of widely varying technical comfort.
  • Familiarity with ticketing or issue-tracking systems (such as Jira, ServiceNow, or Zendesk), whether as an internal administrator or as a requester working in a vendor’s system, or the ability to gain this skill quickly.
  • Comfort facilitating or co-facilitating recurring virtual meetings, webinars, and office hours, including live demonstration of software.
  • As a member of OPCA’s Data Team, is able to share administrative tasks with other team members, which includes tasks such as double-checking data products produced by the team, facilitating meetings, creating agendas and taking minutes, scheduling meetings, hosting webinars, and assisting in the development of team presentations, protocols, tools, and other documents pertinent to the team’s work.
  • Strong computer skills, including thorough knowledge of Word, Excel, Power Point, etc.
  • Familiarity with business intelligence and data visualization tools, such as Tableau, and comfort producing dashboards and visualizations in more than one environment.
  • Some familiarity with scripting or statistical analysis languages — Python, R, SQL, or similar — is a plus, but not required; a willingness to learn them is.
  • Ability to follow OPCA protocols regarding the sharing, storage, and use of data.
  • General knowledge of principles and practices of effective data management, including familiarity with HIPAA compliance.

What You’ll Do At OPCA:

  • Configure and run reports including patient-level, practice-level, and health system-wide data from OPCA software and data systems, including our population health data platform (Arcadia/VisualizOR), Excel, web-based reporting systems, and OPCA’s reporting and business intelligence tools.
  • Analyze, troubleshoot, and distribute meaningful and actionable data from the above systems into reports that include clinical quality, patient outcomes, cost, risk, and financial reporting, with oversight and support by the Data Strategy Senior Director and in collaboration with the Data Manager.
  • Develop an expert-level working knowledge of our Arcadia Healthcare Analytics platform (VisualizOR) — its data model, report library, configuration options, and known limitations — sufficient to answer member questions, diagnose issues, and explain platform behavior to non-technical users.
  • Collaborate with Data Manager in developing and maintaining data collection and analysis tools and systems in support of projects and programs at OPCA and its subsidiaries.
  • Under supervision of Senior Data Strategy Director, manage the process of collecting and analyzing Uniform Data System (UDS) information from member Health Centers for the purposes of advancing OPCA strategic priorities.
  • Maintain knowledge of contract and regulatory compliance requirements relating to Protected Health Information (PHI) and other confidential data.
  • Collaborate with Data Team members to monitor, triage, document, prioritize, and resolve incoming support requests across intake channels — OPCA’s internal ticketing systems and external vendors’ ticketing systems.
  • Attend and help facilitate recurring member-facing support sessions, including regular office hours for health centers and other customers, preparing materials, answering live questions, demonstrating platform functionality, capturing follow-up items, and conducting direct end-user support.
  • Provide direct customer support and technical assistance to health centers and partner organizations on the use of OPCA reporting tools, including one-on-one troubleshooting sessions, walkthroughs of reports and dashboards, and guidance on interpreting platform data.
  • Build and maintain dashboards and visualizations using the tools best suited to the task — business intelligence and visualization software, spreadsheets, scripting, or other current methods — and supports distribution of those products to health centers and OPCA staff.

Minimal Qualifications:

  • Professional with high level of proficiency. Generally requires a Bachelor's degree or 3-5 years' experience or equivalent education.
  • Fluency in written and spoken English required.

Starting Range:

$54,000 – $67,000
