About the Role

The Government of Alberta is seeking an experienced Senior Data Architect to support the Justice Information Management System (JIMS) 3.0 initiative, a strategic enterprise data modernization program focused on transforming multiple legacy court reporting data marts into a centralized Enterprise Data Warehouse (EDW) environment.

This project will consolidate and modernize several independent IBM Cognos reporting solutions into an integrated, scalable, and governed reporting architecture that enhances data accessibility, reporting efficiency, historical data preservation, and enterprise-wide analytics capabilities.

The ideal candidate will possess extensive experience in data architecture, enterprise data warehousing, ETL development, data modeling, business intelligence, Power BI, SQL Server, and enterprise data governance within large and complex public‑sector environments.

Project Overview

The JIMS 3.0 program is designed to modernize reporting and analytics across Alberta Justice by replacing multiple standalone court‑related reporting data marts with a centralized Enterprise Data Warehouse. The initiative will deliver:

  • Integrated enterprise reporting architecture
  • Improved data governance and quality
  • Enhanced reporting performance and responsiveness
  • Preservation of historical court data
  • Improved business intelligence and analytics capabilities
  • Reduced reporting complexity and maintenance costs

Key Responsibilities

Data Warehouse Design & Data Modeling

  • Review and analyze existing reporting data marts and warehouse structures
  • Perform detailed data profiling and source system analysis
  • Design enterprise data models, dimensions, facts, mappings, and transformation specifications
  • Update and enhance existing JOIN data models to support new reporting requirements
  • Identify and define dimensional models and fact tables for enterprise reporting solutions

ETL Development & Data Integration

  • Design, develop, test, and optimize ETL processes
  • Stage and transform source data into enterprise reporting structures
  • Validate data quality, completeness, and integrity throughout data movement processes
  • Support ongoing enhancements and maintenance of delivered data warehouse components

Business Intelligence & Reporting

  • Develop and support Power BI reports and dashboards for testing and validation purposes
  • Support business intelligence initiatives utilizing enterprise reporting platforms
  • Validate dimensions, facts, metrics, and reporting outputs
  • Assist with user acceptance testing and quality assurance activities

Architecture Governance & Stakeholder Engagement

  • Facilitate enterprise architecture reviews and design governance activities
  • Provide architectural guidance, consulting, and recommendations to project teams
  • Participate in architecture review boards and solution design sessions
  • Collaborate with business, technical, and executive stakeholders to ensure alignment with enterprise strategies

Project Support & Knowledge Transfer

  • Address minor enhancements and fixes within delivered data marts
  • Support project closeout activities including lessons learned and recommendations
  • Provide documentation, knowledge transfer, and operational guidance

Mandatory Skills & Qualifications

Education

  • College Diploma or bachelor’s degree in computer science, Information Technology, Data Management, or a related field
  • 8+ years of experience designing, planning, implementing, and supporting enterprise solution databases in large and complex environments
  • 8+ years of experience documenting enterprise database architectures and data solutions
  • 8+ years of experience with enterprise architecture principles, methodologies, standards, and governance frameworks

Data Warehouse & Data Modeling

  • 5+ years of experience designing and implementing enterprise architecture database plans and data models aligned to business capabilities
  • 5+ years of experience implementing SQL-based Data Warehouse solutions
  • 5+ years of experience developing and supporting SQL databases
  • 5+ years of experience querying and analyzing data using Transact-SQL (T-SQL)

Business Intelligence & Analytics

  • 5+ years of experience with enterprise reporting and analytics platforms including Microsoft Power BI and Microsoft SQL Server Reporting Services (SSRS)
  • 5+ years of experience working with cloud computing environments and/or big data platforms
  • 2+ years of experience using enterprise architecture and data modeling tools such as Power Designer, ER/Studio, ERwin, BPwin, and Rational Rose

Project Delivery & Leadership

  • 3+ years of experience managing or supporting Agile-based application development initiatives
  • Experience providing leadership, planning, estimation, architectural guidance, and solution presentations
  • Experience performing threat and risk assessments and presenting mitigation recommendations to senior leadership

Preferred Qualifications

  • TOGAF Certification (The Open Group Architecture Framework)
  • Public Sector or Government of Alberta experience
  • Experience working within justice, legal, court, or law enforcement data environments
  • Experience with Enterprise Data Warehouse modernization projects
  • Experience with Azure-based analytics and reporting environments
  • Excellent verbal and written communication skills
  • Strong analytical and problem‑solving abilities
  • Ability to work independently and collaboratively within diverse teams
  • Strong conflict resolution and stakeholder management skills
  • Ability to manage competing priorities in a fast‑paced environment

Work Environment & Additional Details

  • Remote within Canada
  • Occasional onsite meetings in Edmonton, Alberta (approximately 15% of total engagement)
  • Candidates must be legally eligible to work within Canada
  • Contractor must provide their own computer and equipment compatible with Azure Virtual Desktop (AVD)
  • Enhanced Security Clearance may be required
  • Additional security clearances, including RCMP-level clearances, may be required during the engagement
