Job description

Role Purpose:

Within DAQ, the operational delivery function is split into three teams each led by a Head of Performance (Data Assurance & Quality) reporting to the Head of Data Assurance & Quality. The Delivery Manager reports to a Head of Performance (Data Assurance & Quality) and is responsible for the direct line management of the Data Assurance & Quality (DAQ) classifier teams. There is a strong focus on flexible, proactive operational and personnel performance management to ensure delivery against service level and legislative targets.

The Delivery Lead has direct line management responsibility for 8 – 9 DAQ Classifiers (EO/AO) and Senior DAQ Classifiers (HEO/EO). Although line management responsibilities are within the identified team a system of matrix working in the operational teams ensures a flexible approach to ensure that high level targets are met whilst delivering high quality work. Staff will, therefore, be flexibly deployed to maximal effect in response to fluctuating workloads.

The MHRA’s Data Assurance & Quality (DAQ) Unit is responsible for initial data entry of regulatory applications onto the Agency’s computer systems. The unit has around 80 data processing staff and processes over 100,000 items of work per year. Operational management of this area can be complex as the applications are of various types, their volumes fluctuate often unpredictably from week to week and there are many different processing targets. We are looking for managers with experience of successfully managing similar high throughput operations against tight service level targets. You will have delivered this through the effective management of staff performance, the ability to manage fluctuating volumes of work while continuing to meet targets and through showing a drive to constantly improve processes. This experience does not need to have been gained in a regulatory or even a data processing environment ‐ your experience may come from a customer service environment or from managing production processes for example ‐ but you must be able to demonstrate transferrable skills and a track record of successfully managing high throughput operations.

Key responsibilities and results areas:

  • Ensure the Data Assurance & Quality processes and procedures are constantly monitored and developed to maximal efficiency
  • Change control of Data Assurance & Quality processes, quality monitoring and in the coordination of staff training and cross-skilling

  • Direct line management of the DAQ classifiers and senior DAQ classifiers in line with MHRA management principles and corporate behaviours.
  • Working with the Heads of Performance (Data Assurance & Quality) to ensure that the team’s aims and objectives are in line with the Business Plan and Agency objectives.
  • Ensuring that the work that is delivered is of high quality and timely
  • Identify and taking ownership of issues with stakeholders through to resolution

Performance Management

  • Oversee and review performance and development of directly managed staff
  • Provides continuous improvement focus, challenging procedures and performance in the team
  • Work with Heads of Performance (Data Assurance & Quality) on a day-by-day basis to constantly ensure that the team is flexibly deployed to maximal effect in response to fluctuating work loads
  • Ensure staff development, setting direction for DAQ classifiers and senior DAQ classifiers in line with the agreed strategy and business plan of the unit
  • Identify and promptly address any performance management issues with directly line managed staff

Organisational Performance and Delivery

  • Ensure delivery of the Unit’s strategy, business plan, service level agreements and objectives
  • Provide informed input and feedback regarding the best allocation of staff to meet agreed workload priorities
  • Contribute to process improvement and development.
