Profile Description
Goodman Group is a leading provider of essential infrastructure. We own, develop and manage high-quality, sustainable logistics properties and data centres that support the digital economy across major global cities. As we continue to grow our data centre platform across Europe, we are looking for an experienced Quality Assurance, Quality Control & Commissioning Manager to join our expanding Data Centre team based in Amsterdam.
In this critical role, you will lead the quality and commissioning strategy across the full project lifecycle, from design and procurement through construction, testing, validation and final handover. Working closely with project teams, consultants, contractors and end users, you will ensure that every system is delivered safely, compliantly and to the highest quality standards, enabling mission-critical facilities to perform as designed from day one.

Key Responsibilities:
Quality, Commissioning & Risk Management
- Develop and implement project-specific QA/QC and commissioning plans aligned with project, regulatory and client requirements.
- Lead all quality assurance, quality control and commissioning activities throughout the project lifecycle.
- Identify risks relating to design, materials, installation, testing and operational readiness, and implement mitigation measures.
- Coordinate Walkdown procedures W1 – W4 with contractor and relevant stakeholders.
- Coordinate the first of a kind, benchmark and sample regime with project stakeholders.
- Collaborate with engineering, design and construction teams to ensure solutions are buildable, commissionable and compliant with Goodman standards and end-user expectations.
- Support value engineering and continuous improvement initiatives across the data centre portfolio.
- Manage the procurement, onboarding and ongoing performance of the independent Commissioning Agent (CxA), ensuring adequate resourcing, high-quality deliverables, reporting and effective support throughout the project lifecycle.
Design, Procurement & Contractor Management
- Review design documentation and provide quality and commissioning input during design development.
- Support procurement strategies and evaluate contractor, subcontractor and equipment package tenders.
- Participate in tender reviews, contract negotiations and final contractual documentation.
- Manage contractor performance with respect to quality, testing, commissioning and handover obligations.
- Ensure all contractually required reports, submissions and deliverables are provided within agreed timelines.
Inspection, Testing & Commissioning
- Oversee site inspections, audits, testing and commissioning activities to ensure compliance with design specifications, Goodman and tenant requirements as well as industry standards.
- Coordinate quality inspections and commissioning activities with the Goodman project team, contractors, commissioning agents, subcontractors, vendors and end-user representatives.
- Verify that all systems and equipment are fully tested, validated and operational prior to handover.
- Ensure defects, snags and non-conformances are identified, managed and resolved in a timely manner.
- Lead the management of Quality Assurance and Commissioning stage gates and hold points across the project lifecycle, verifying readiness, compliance and completion of all prerequisite deliverables prior to progression to the next phase of delivery.
- Drive a defect-free handover culture across all projects.
Documentation, Reporting & Governance
- Oversee the preparation and review of QA/QC documentation, inspection test plans, benchmarks, samples, first of a kinds, commissioning deliverables, and handover documentation.
- Ensure all certifications, warranties, test records and as-built documentation are complete and compliant.
- Monitor project quality and commissioning KPIs, identify deviations and implement corrective actions.
- Provide timely, accurate and consistent reporting to the project manager and project lead and other senior stakeholders.
- Contribute to Goodman's governance, reporting and continuous improvement processes.
Safety Leadership
- Promote and lead a safety-first culture across all quality and commissioning activities.
- Ensure compliance with Goodman health and safety standards and support the objective of zero accidents.
- Participate in regular site safety inspections, audits and risk assessments.
- Ensure all quality and commissioning activities are delivered safely and in accordance with project procedures.
Qualifications:
Education & experience
- Minimum 8 years' experience delivering large-scale construction, developer or general contractor projects, ideally within data centres or other mission-critical environments.
- Significant experience in QA/QC, commissioning or project delivery roles within complex technical facilities.
- Proven track record of delivering projects safely, on time and to the highest quality standards.
- Experience working with international project teams, contractors and consultants.
- Strong understanding of QA/QC processes, commissioning methodologies and project delivery best practices.
- Working knowledge of international quality standards, including ISO 9001.
- Strong understanding of mechanical, electrical and controls systems within mission-critical facilities.
- Experience managing testing, validation, commissioning and handover processes
- Degree in Engineering, Construction Management, Architecture or a related discipline.
- Relevant QA/QC or commissioning certifications are considered an advantage (CQE, ISO 9001 Auditor or equivalent).
- Applicable Health & Safety training for managers.
- Fluent English required; additional European languages are a plus.
