Job Summary:

The Data Governance Specialist establishes the policies, ownership, metadata, quality, access, privacy, retention and stewardship mechanisms required for trusted enterprise data and AI. The role makes trust auditable rather than assumed.

3. Key Duties and Responsibilities

Policy and ownership

  • Define governance policies, data classifications, ownership and stewardship models, access rules, retention schedules and quality standards.
  • Maintain the ownership registry naming a business owner and a technical owner for every priority data product, metric, model and AI application.
  • Drive resolution of unowned or disputed data assets.

Platform governance

  • Administer and monitor Unity Catalog controls, lineage, metadata, tagging and policy enforcement.
  • Operate access review cycles and report exceptions.
  • Maintain the certified data-product register and its evidence.

Risk, privacy and compliance

  • Coordinate privacy, security, legal, compliance, audit and cross-border data requirements.
  • Establish governance requirements for models, AI applications, prompts, evaluation data and sensitive outputs.
  • Support internal and external audit requests with evidence.

Quality and stewardship

  • Define data-quality rules and service levels with business stewards and monitor conformance.
  • Run the stewardship workflow — issue intake, triage, remediation and closure.
  • Report governance posture and unresolved issues to the BIDA Business Partner Head and the Head of BIDA.

4. Key Deliverables

  • Enterprise data governance framework and policy set.
  • Ownership registry, access matrix and classification standards.
  • Data-quality rules, service levels and conformance reporting.
  • Stewardship workflow and issue register.
  • Audit evidence packs and governance posture reporting.

5. Accountability and Success Measures

  • Completeness of ownership and metadata coverage for priority assets.
  • Access discipline and the absence of unreviewed standing access.
  • Compliance with privacy, retention and cross-border requirements.
  • Timely resolution of governance and quality issues.
  • Readiness to evidence controls on demand.

6. Working Relationships

  • Internal: Data Engineers; BI & AI Context Engineers; AI / LLM Engineers; Data & AI Translators; business data owners and stewards; Legal; Compliance; Cybersecurity; Internal Audit; HR for people data.
  • External: auditors and regulators, as directed.

    7. Qualifications

    Education

    Bachelor's degree in Information Management, Information Technology, Law, Business, Accountancy or a related field.

    Experience

    Three or more years in data governance, data management, information security, compliance or audit. Experience operating a data catalogue and access-control regime is preferred.

    Certifications

    Preferred: CDMP, DAMA, or equivalent data-management certification. Optional: CIPP, CISA, ISO 27001 lead implementer.

    8. Technical Skills

    • Data governance frameworks such as DAMA-DMBOK.
    • Unity Catalog or an equivalent catalogue, including lineage, tagging and policy enforcement.
    • SQL for profiling and control testing.
    • Data-quality rule design and measurement.
    • Privacy regulation applicable to the Philippines and to cross-border operations.
    • Access management, classification and retention practice.
    • AI governance concepts — model documentation, evaluation evidence, output controls.

    9. Behavioural Competencies

    • Persistence in pursuing ownership and closure.
    • Comfort holding senior stakeholders to a standard.
    • Precision and documentation discipline.
    • Pragmatism — governance that enables use rather than blocking it.
    • Confidentiality and sound judgement.

    10. Level Guidance

    Data Governance Specialist

    Executes governance controls and stewardship for assigned domains. Three or more years of relevant experience.

    Senior Data Governance Specialist

    Owns the enterprise governance framework, leads audit engagement and policy design. Six or more years of relevant experience.
