Summary

Leads data analysis and modeling projects for the U.S. government, using statistical techniques, machine learning, and AI (Python/R/SQL) to solve complex data problems and translate findings into actionable insights for decision-makers.

STEM position(s) are being filled through the Office of Personnel Management's delegated Direct Hire Authority, open to all U.S. citizens. Selections made under this bulletin will be processed as new appointments to the civil service. Current civil service employees would, therefore, be given new appointments to the civil service. Under the provisions of the Direct Hire Authority, Veterans Preference and the "Rule of Many" do not apply.

This announcement serves as public notice. Applications submitted be placed into a pool and will remain on file for selection as positions become available.

Serves as a Data Analyst (Data Scientist) leading and coordinating the efforts of other agency professionals and contractors in solving complex and far-reaching data management issues and problems.

Conducts statistical analyses and develops predictive models using statistical techniques, machine learning, and artificial intelligence (AI), using tools such as R, Python or SAS.

Works with teams to develop data products and definitions. Use appropriate analytic and statistical software to programmatically prepare data for analysis and clean imperfect data.

Conducts observational analyses using software and/or programming languages such as R, Python, or SQL to explore/group data, test hypotheses, predict outcomes, and inform decisions.

Translates complex concepts, findings, and limitations into concise, plain language.

Prepares and delivers written reports and oral presentations, e.g., briefings, training sessions, and consultations.

Serves as a resource and leader to Federal and contractor staff on implementing, managing, tracking, and evaluating large scale and extremely complex data analysis projects and their associated requirements and risks.
