Delivery Manager
Summary
A mid/senior IT Delivery Manager in Lisbon who plans, coordinates, and delivers IT projects — milestones, budgets, risks, stakeholder reporting, and steering committees — while driving organizational transformation, new ways of working, and change management across technical teams and vendors, using traditional and Agile methodologies.
We are looking for a Mid/Senior IT Delivery Manager with solid experience in managing and delivering technology projects within complex environments, preferably gained in consulting and multi-client contexts.
The successful candidate will be responsible for coordinating, monitoring, and delivering IT initiatives and projects, ensuring alignment between technical teams, business needs, and the organization's strategic objectives.
This role includes a significant organizational transformation component. Beyond delivery management, the professional will be expected to introduce greater structure, execution discipline, processes, and new ways of working into an established team environment. This is a demanding context that may involve resistance to change from some team members. Therefore, we are seeking someone with maturity, resilience, assertiveness, and strong influencing skills, capable of mobilizing people, managing resistance, and implementing improvements in a consistent and sustainable manner.
Key Responsibilities
Plan, coordinate, and oversee projects and initiatives within the IT portfolio.
Ensure delivery milestones, timelines, budgets, and objectives are met.
Identify and manage risks, dependencies, and operational blockers.
Provide structured reporting and regular communication to stakeholders and management.
Prepare, facilitate, and follow up on steering committees and decision-making forums.
Coordinate technical teams, business units, and external vendors.
Drive continuous improvement of project management and delivery processes.
Implement new ways of working, strengthening accountability, follow-up mechanisms, and execution discipline across teams.
Lead change management initiatives and address internal resistance, ensuring progressive adoption of new processes and practices.
Mandatory Requirements
Bachelor's degree in Engineering, Information Technology, Business Administration, or a related field.
Minimum of 5 years of experience in IT project management and delivery, preferably within large-scale and complex environments.
Proven experience in technology consulting and managing projects across multiple clients.
Strong technical background, enabling effective communication with technical teams and bridging the gap between technology and business.
Solid knowledge of project management, planning, portfolio management, execution control, and reporting.
Familiarity with both traditional and Agile methodologies.
Experience in functional leadership, cross-functional team coordination, and stakeholder management.
Hands-on experience implementing changes to processes, methodologies, or operating models, including environments where resistance to change was present.
Demonstrated ability to make decisions, manage conflicts, influence teams, and drive execution.
Preferred Qualifications
Experience delivering technology projects within the mobility, transportation, infrastructure, or road operations sectors.
Experience coordinating physical equipment installations in the field, ensuring alignment between technical and operational teams.
Experience designing, implementing, or improving governance and delivery frameworks.
Essential Personal Attributes
We are looking for a professional who combines:
Leadership & Assertiveness
Ability to lead teams, establish priorities, and foster accountability.

Comfort working in demanding environments with internal resistance and a strong need for transformation.

Focus on execution, problem-solving, and achieving business objectives.
