The FA is excited to be recruiting for a Delivery Manager to join our Digital Technology team. Reporting to the Senior Delivery Manager, you will play a key role in delivering business-critical digital platforms and integrations that support administration and performance analysis across the professional game. This is an exciting opportunity to make a real impact, leading the delivery of technology solutions that help power some of football's most important operational functions.

The Delivery Manager coordinates delivery across internal teams, external vendors, and wider stakeholders, working closely with Product Management and key business stakeholders to lead technology delivery through a mix of internal and third-party development teams.

This role is initially aligned to the Digital Technology 'Regulate' product line, with occasional movement across product lines to support business priorities. Regulate owns the Match Official Administration System (MOAS), a joint PGMO-FA digital product that underpins referee operations — appointing, reporting, and related functions — within the professional and semi-professional tiers.

MOAS is critical because it directly enables referee operations for the PGMO and The FA, which in turn underpin all competitions within these tiers. It is a legacy product nearing end of life, and while its functionality remains business-critical, it now needs to be replaced. This role will focus on delivering the next phase of that replacement roadmap.




  • Servant leader for a software development team consisting of developers, QA Engineers, a Product Owner and a Product Manager.
  • Working with Product Managers and Product Owners to facilitate effective product planning, backlog management and creating a clear delivery plan.
  • Lead delivery of the MOAS replacement project, with accountability for timelines, scope, and quality.
  • Oversee cross-pod collaboration between finance, technology, product, and QA teams, ensuring effective coordination to ensure successful delivery.
  • Manage integration of third-party systems, internal FA systems, and digital platforms supporting football administration within the FA.
  • Ensuring ongoing and effective delivery management and communication.
  • Support the day-to-day activities of an agile team and ensure agile ceremonies such as sprint planning, stand ups, sprint reviews and sprint retrospectives take place and are effective.
  • Driving the efficacy of the agile delivery team improving velocity and quality, producing supporting metrics and data to highlight areas of potential improvement.
  • Nurture a culture of continuous improvement within the delivery team.
  • Help identify and manage cross team dependencies.
  • Ensure that the team correctly track development activities and progress in Jira.
  • Ensure that delivery follows the FA Delivery Framework – adhering to all reporting and documentation requirements.
  • Ensure all delivery reporting requirements are met including RAG status, delivery plan, roadmaps and RAID logs.
  • Ensure Steering Group with senior stakeholders is in place for initiative delivery review.
  • Ensure all delivery follows standard FA IT change control processes and releases are communicated in an effective and timely manner.
  • Manage risk effectively and escalate issues appropriately
  • Executes additional tasks as required to meet the FA's changing priorities.
  • Comply with all company policies and procedures to ensure that the highest standards of health, safety, and well-being can be maintained.
  • As part of the FA's commitment to ensuring a safe environment for everyone in football, every employee will be required to complete a DBS check. The level of the check required will be based on the activity of the specific job role and in line with legislation and government guidance.


Essential for the role:

  • Several years of delivery or project management experience in a technology function.
  • Strong understanding of the software development life cycle.
  • Excellent stakeholder management skills.
  • Excellent interpersonal skills, relationship building, communication, influencing.
  • Ability to work under pressure and to tight deadlines.
  • Effective communicator for all levels of the organisation – both written and verbal.
  • Ability to lead cross-functional teams without line-management responsibilities.
  • Experience managing teams across multiple geographies.


Beneficial to have:

  • Willingness to learn new skills, with an objective and open-minded approach.
  • Project Management and/or Scrum Master certification, or equivalent Agile framework qualification.
  • Experience working in an elite sports environment.
  • Experience of, or knowledge of, football at any level.
  • Experience using tools such as Smartsheet, Teams, Miro, Jira, and Confluence.
  • Experience working with third-party SaaS solution providers.
