Deputy Associate Administrator for Programs

The Deputy Associate Administrator for Programs (DAAP) reports to the Associate Administrator (AA) for the Science Mission Directorate (SMD) and supports the AA in all matters related to programs for which SMD has responsibility. The DAAP works closely with the Deputy AA, the Deputy AA for Management, and the Division Directors to ensure that programs and projects are organized and conducted for safety and success and in a manner consistent with National, Agency, and Directorate policies.

The Deputy Associate Administrator for Programs: Oversees and manages the proper integration of technology efforts within the Directorate and spearheads all coordination efforts with technology undertaken at the Agency level and among agencies and other entities external to NASA. Oversees and manages Directorate-level coordination of sub-orbital class flight programs including scientific balloons, sounding rockets, and airborne research. Plans, coordinates, and evaluates the full range of SMD programs and activities concerned with research, flight, and ground system development and operations. Develops and presents to the NASA Administrator and external entities (e.g., Congress, Office of Management Budget (OMB), Office of Science and Technology Policy (OSTP), and other Federal agencies) detailed plans, including schedules and resource requirements necessary for the accomplishment of SMD strategic goals. Allocates and reprograms resources as required to meet approved objectives in accordance with delegated authority. Participates with other NASA officials in the development of overall NASA planning, policy development, and program integration activities. Ensures that sound management and engineering practices are followed in the implementation of programs and projects to ensure their safety and success and to ensure that commitments are met. Chairs the Directorate's Program Management Council, responsible for the in-depth assessment of programs and projects for the purpose of certifying their programmatic, management, and technical readiness to proceed into the phases of formulation and/or implementation. Maintains relationships with universities, the scientific and engineering communities, industry, and other government agencies with respect to SMD. Develops and negotiates agreements with other domestic and international organizations as necessary to support the Directorate and the programs for which it has responsibility.
