Working Hours: Monday - Friday, office hours
Salary: $180,000 - $250,000 per annum
Procurement Leadership
- Lead and oversee end-to-end procurement operations across multiple procurement categories.
- Ensure procurement activities are conducted efficiently and in accordance with established procurement policies, regulations, and governance requirements.
- Provide strategic oversight and guidance on procurement risks, complex procurement challenges, and procurement strategies.
Strategic Sourcing & Category Management
- Drive procurement aggregation and sourcing initiatives to improve operational efficiency and optimise procurement outcomes.
- Identify opportunities for cost optimisation and value creation through effective sourcing strategies, market engagement, and supplier partnerships.
- Lead category management initiatives to strengthen procurement performance.
Stakeholder Partnership
- Act as a trusted procurement advisor to internal stakeholders on complex and high-value procurement matters.
- Collaborate closely with business units to support demand planning, procurement strategies, and long-term sourcing objectives.
- Guide stakeholders on procurement approaches, governance requirements, and risk management.
Governance & Compliance
- Ensure procurement documentation, audit trails, and operational controls are maintained in accordance with governance and compliance standards.
- Oversee contract management and supplier relationship management practices.
- Promote strong procurement governance and operational continuity across procurement activities.
Continuous Improvement
- Champion process improvements and best practices to enhance procurement efficiency and service delivery.
- Drive initiatives that strengthen procurement capabilities and operational effectiveness.
Requirements
- Singaporean
- Minimum 12 years of experience in public sector procurement.
- Extensive experience managing end-to-end procurement operations, including complex and high-value procurements.
- Proven track record in leading procurement teams and driving operational excellence.
- Strong knowledge of IM (Procurement) and the GeBIZ procurement system.
- Excellent leadership, stakeholder management, analytical, problem-solving, and communication skills.
- Ability to influence stakeholders and provide strategic procurement advice in a complex operating environment.
