DEPUTY DIRECTOR, PROCUREMENT

General Summary: Reports to and supports the Procurement Director, works with co-workers, department heads, and the public to provide effective and efficient procurement solutions. Responsible for managing activities and staff of the Procurement Department. Performs the full range of senior professional and technical duties. Responds to user departmental project requests regarding the acquisition of commodities and services. Assures contract compliance with all federal, state, local laws and County Ordinances. Assumes responsibilities of the office in the absence of the Director. May require after-hour participation in City events and possibly over-nigh travel to attend seminars and workshops.

KEY RESPONSIBILITIES AND PERFORMANCE STANDARDS

  • Collaborate with the Director to develop operational business practices and policies and assist in establishing departmental strategic goals. Evaluates office operations, recommending and implementing improvements to enhance efficiency and compliance. Advises and guides department heads through procurement processes, ensuring adherence to all applicable Federal, State, and Local laws. Oversees the bidding process and assists with the resolution of vendor protests related to contract awards. Attends meetings on behalf of the Director and assumes departmental responsibilities in the Director's absence. Coordinates with the Compliance department for adherence to established Small Business, WBE, MBE, & WMBE program goals.
  • Directs overall life-cycle of contracts, amendments, and agreements to assure timely execution. Manages directly and through subordinate professional staff, the development and execution of contracts inclusive of conflict resolution and settlement. Manages the department's bidding processes and ensures adherence to applicable laws, rules, regulations and City Ordinances.
  • Creates training and instructional materials for use by Procurement and user departments; developing, managing and administering training programs to instruct and guide departments city-wide in proper usage of purchasing related processes. Leads, manages and supervises designated departmental staff.
  • Oversees and manages projects including SPLOST, Stormwater, TIA, and other assigned initiatives. Collaborates with project managers to define procurement requirements such as scope of work/specifications, evaluation criteria, pricing schedules, milestone dates, budgeted contract amounts, and contract terms. Analyzes and recommends the appropriate procurement methods such as a Request for Proposals (RFP), Request for Qualifications (RFQ), Invitation to Bid (ITB), Request for Information (RFI), or a hybrid solicitation approach. Coordinates with project managers to prepare and issue solicitation documents and ensures adherence to contractual guidelines, policies, and established procurement procedures. .
  • Provides technical expertise to the procurement staff. Acts as the subject matter expert in all procurement activities. Keeps accurate records of all compliance related matters. Authors various procurement reports as needed. Assists in training new staff. Evaluates the performance and effectiveness of current services, programs, and systems in relation to growing needs of the Consolidated Government. Identifies and implements needed changes, modifications and/or enhancements as needed.
  • Reviews contracts to ensure compliance with all terms and conditions. Monitors and evaluates vendor performance, verifying adherence to contractual requirements including deliverables, schedules, quality standards, costs, notifications, insurance, and other obligations. Tracks customer satisfaction and contract utilization, and processes contract amendments as needed. Assists users in addressing issues with non-conforming vendors and coordinates with both users and vendors to resolve service disputes. Prepares complex change orders, documents all performance concerns, maintains detailed contract records, and completes full contract close-out.
