Deputy Head, Operations & Fleet Management, ASEAN
Key Responsibilities & Job Requirement:
1. Operations Leadership (Singapore)
- Full operational responsibility for Operations and Fleet Management activities in Singapore.
- Lead and manage the Singapore Operations & Fleet Management teams to achieve business objectives and operational excellence.
- Ensure efficient deployment, utilization, and maintenance of cranes, heavy equipment, transport assets, and related resources.
- Monitor operational performance and implement continuous improvement initiatives to maximize productivity and profitability.
- Work closely with Sales, Business Development, Engineering, and Project teams to support business growth and customer requirements.
- Ensure availability of resources to support project execution and customer commitments.
- Drive operational efficiency, cost optimization, and service quality improvements.
- Review and approve manpower allocation, fleet deployment, and operational plans.
- Ensure effective communication and collaboration between operational departments and business units.
- Lead departmental meetings and operational reviews.
2. Fleet & Asset Management
- Oversee the management, maintenance, reliability, and utilization of cranes, transport equipment, and other company assets.
- Establish and monitor preventive maintenance programs to maximize equipment uptime and operational readiness.
- Optimize fleet utilization and deployment to achieve maximum return on assets.
- Review equipment replacement, refurbishment, and capital expenditure requirements.
- Ensure fleet operations comply with all regulatory, safety, and company requirements.
- Drive initiatives to improve equipment availability and reduce downtime.
3. Engineering, Lifting & Transportation Projects
- Lead the planning and execution of complex lifting, rigging, transportation, and engineering projects.
- Oversee project delivery from tender stage through execution and completion.
- Review and approve project methodologies, lifting plans, engineering calculations, and technical submissions.
- Ensure projects are delivered safely, within budget, and according to contractual requirements.
- Participate in client meetings and serve as a senior operational representative for key projects.
- Identify project risks and implement mitigation strategies.
- Support tender submissions through technical reviews, costing input, methodology development, and resource planning.
4. Leadership & People Management
- Directly manage Operations & Fleet Team in Singapore & other entities.
- Develop and implement succession plans for key operational positions.
- Lead recruitment, talent development, coaching, and performance management activities.
- Foster a high-performance culture centered on safety, accountability, teamwork, and continuous improvement.
- Address employee relations issues and facilitate effective resolution of operational challenges.
5. Safety, Quality & Compliance
- Champion a strong safety culture and ensure compliance with Workplace Safety & Health (WSH) requirements.
- Ensure operational and project activities comply with company policies, industry standards, and statutory regulations.
- Lead incident reviews and implementation of corrective and preventive actions.
- Promote quality service delivery and continuous operational improvement.
6. Regional Support (ASEAN)
- Support the Head, Operations & Fleet Management, ASEAN in implementing regional operational strategies and standards.
- Provide guidance and operational support to country operations where required.
- Lead or participate in regional transformation, operational excellence, and fleet optimization initiatives.
- Drive standardization of operational procedures, safety practices, and performance management throughout the region.
- Act on behalf of the Head during his absence or when delegated.
- Assist with regional reporting, business reviews, and strategic planning exercises.
Qualifications:
- Degree in Mechanical Engineering, Operations Management or related discipline.
- Professional/Skill certifications in Project Management, Heavy Lifting, or Engineering related disciplines will be advantageous.
- Knowledge of AutoCAD and technical drawing review is a must.
- Familiarity with heavy lifting and transportation engineering principles.
Experience/ Proficiency:
- At least 6 years of relevant experience in crane operations, heavy lifting, or a related industry for candidates with a Bachelor’s Degree. Candidates without a degree must have at least 10 years of relevant industry experience.
- Minimum 4 years of experience in a senior management or leadership capacity, with responsibility for overseeing operational teams and business performance.
- Proven experience managing large-scale lifting and transportation projects.
- Strong knowledge of project management, fleet management, engineering calculations, and operational excellence practices.
- Experience managing regional or multi-site operations is preferred.
- Willingness to travel across ASEAN countries as required.
- Able to work beyond normal business hours when operational requirements demand.
