Deputy Manager HSE
We are seeking an experienced and strategic Deputy HSE Manager to lead and coordinate Health, Safety, and Environmental (HSE) initiatives across RGM’s production operations, capacity expansion activities, and construction projects.
In this role, you will serve as the key liaison between RGM and Headquarters on HSE matters, ensuring alignment with corporate HSE management systems, standards, and requirements. You will be responsible for planning, implementing, and continuously improving HSE programs and control systems that comply with local legislation and corporate policies. The position focuses on identifying and mitigating safety and environmental risks, promoting a strong safety culture, and ensuring compliance with HSE objectives throughout all operational and project phases.
Your key responsibilities will include:
HSE Work Docking with the HQ & System Implementation.
Undertake the HQ’s HSE management systems, objectives and assessment requirements, formulate localized implementation plans.
Regularly submit monthly/quarterly and special HSE work reports of RGM to the HQ.
Implement the rectification requirements of the Group's HSE inspections and audits, and conduct closed-loop management of problem items.
Synchronize the Group's latest HSE policies and industry best practices to optimize RGM's internal control processes.
Coordinate HSE resources between the HQ and RGM to promote cross-regional HSE work collaboration.
Full-process HSE Management of Capacity Expansion & Construction Projects.
Lead the preliminary HSE planning of capacity expansion and new construction projects and formulate special project HSE plans.
Conduct HSE qualification review and onboarding management for project construction contractors and implement safety disclosure. Supervise the on-site implementation of HSE in the whole project construction process, identify construction safety hazards and urge rectification. Manage environmental protection and occupational health work during project construction in line with the HQ and local requirements.
Organize HSE completion acceptance of projects to ensure all HSE conditions are met before project commissioning.
Manage the RGM’s occupational health work, conduct occupational health examinations and hazard factor monitoring for employees.
Standardize the HSE management of key links such as hazardous chemicals, special equipment and work permits in the mine. Implement environmental protection requirements in production links to ensure the up-to-standard discharge of wastewater, waste gas, solid waste, etc.
The ideal candidate will have:
Bachelor’s degree in Occupational Health & Safety, Environmental Science, Environmental Engineering, Industrial Engineering, Mining Engineering, or a related field.
Minimum of 8–10 years of experience in Health, Safety, and Environmental management.
At least 3–5 years of experience in a leadership or management role.
Experience in mining, construction, heavy industry, or large-scale industrial operations is strongly preferred.
Proven experience implementing HSE management systems and ensuring regulatory compliance
Strong knowledge of occupational health and safety legislation, environmental regulations, and industry best practices.
Experience with risk assessments, incident investigations, audits, inspections, and compliance monitoring.
Familiarity with ISO 45001, ISO 14001, and other internationally recognized HSE standards.
Strong analytical, reporting, and data management skills.
Proficiency in Microsoft Office applications.
Ability to work effectively in a fast-paced, dynamic, and multicultural environment.
Willingness to work in Brokopondo on a rotational schedule of 14 days on duty followed by 7 days off.
A valid Proof of Good Conduct (Bewijs van Goed Gedrag) must be submitted upon selection.
